전략적 동기와 투표선택: 2017년 제19대 대통령 선거를 중심으로 = Strategic Motivation and the Vote Choice: Focusing on the 19th Presidential Election in South Korea

In this paper, we analyze the effects of individual perceptions of the candidates’ prospect of winning on the vote choice in the 19th Presidential Election in South Korea. Despite the high level of scholarly interest in the strategic voting, the individual perception of the candidates’ prospect of winning, an essential element of the strategic voting has not been properly investigated in numerous efforts to test strategic voting by the individuals. Thus we developed a new questionnaire that directly measures individual perceptions on the prospect of winning and collected data through a post-election survey. The results of our analysis show that as the difference in the prospects of winning between the leading candidate and the individual’s favorite candidate gets bigger - i.e., as the prospect of winning of the individual’s favorite candidate gets smaller and as the difference in the prospects of winning between the leading and the runner-up candidates gets smaller - i.e., as the race gets more competitive, individuals are more likely not to vote for their most preferred candidate, that is, strategic desertion occurs.

국문 초록 (Abstract)

이 글에서 우리는 2017년 5월에 실시된 제19대 대통령 선거에서 각 후보의 당선가능성에 대한 유권자의 인식 혹은 평가가 유권자의 투표선택에 미친 영향을 분석하였다. 전략투표에 대한 높은 관심에도 불구하고, 전략투표의 필수적인 구성요소인 후보의 당선가능성에 대한 유권자의 주관적 인식은 그 동안 이루어진 수많은 경험적 검증의 노력 속에서 적절히 다루어지지 않아 왔다. 그래서 우리는 대선 이후 실시된 설문조사에 유권자가 인식하는 후보의 당선가능성을 직접 측정할 수 있는 문항을 포함하여 분석에 활용하였다. 분석의 결과는 유권자가 가장 선호하는 후보의 당선가능성이 유권자가 평가하는 당선가능성이 가장 높은 후보의 당선가능성과 보이는 격차가 커질수록(유권자가 가장 선호하는 후보의 당선가능성이 희박할수록), 그리고 유권자가 평가하는 1, 2위 후보의 당선가능성 격차가 작아질수록(1, 2위 후보의 경쟁이 치열하다고 유권자가 인식할수록), 자신의 최선호 후보가 당선가능성 1, 2위 후보가 아닌 유권자는 최선호 후보가 아닌 다른 후보에게 투표하게 될 가능성이 커진다는 것을 보여주었다.
