한국의 새로운 대북정책과 신뢰프로세스: 특징과 문제점 = Korea`s New North Korea Policy of the Trust-Building Process: Characteristics and Problems

국문 초록 (Abstract)

새로 출범한 박근혜 정부는 대북정책의 핵심으로 "한반도 신뢰프로세스"를 제안하고 있다. 냉전 종식 이후 북한은 생존전략의 차원에서 핵개발에 몰두해 왔다. 과거 정부들은 북한 핵문제의 해결을 위해 다양한 정책수단을 시도했지만, 결과적으로 북핵문제의 해결에는 실패했다. 이러한 경험을 토대로, 박근혜 정부는 균형정책의 관점에서 ``신뢰``라는 가치를 대북정책에 적용하기 위해 노력하고 있다. 신뢰프로세스는 지금까지 추진해 보지 않았던 새로운 접근법으로서 전략적 목적의 차원에서 신뢰 개념을 적용해 보자는 것이고, 또한 점진적이고 단계적으로 프로세스적인 방법을 통해 신뢰를 쌓겠다는 내용이다. 이러한 신뢰프로세스의 이론적 배경은 기존의 기능주의적 접근을 뛰어넘는 창의적인 개념을 전제로 한다. 하지만 신뢰프로세스는 북한의 자발적인 참여를 전제로 하고, 북한의 핵포기를 유도할 수 있는 우리의 변화를 함께 제안하지 못하고 있으며, 또한 신뢰의 형성을 어떻게 측정할 것인가 등의 문제점을 극복해야 할 것으로 보인다.

다국어 초록 (Multilingual Abstract)

Park Geun-hye administration suggests the “Trust-building Process on the Korean Peninsula” for its North Korea policy. After the Cold War ended, North Korea has focused on a nuclear development strategy to survive. Our past governments have played various policies towards North Korea but they all failed to bring change to North Korea or solve the North Korean nuclear problem. From this experience, Park`s government is highlighting a new ``trust-building process on the Korean peninsula`` by applying the value of trust to the policy. The policy desires to approach North Korean and South Korean relation developments using the concept of ``trust`` which was not previously considered for strategic goals or methods, and a procedural approach of ``gradual trust building.`` However, there is the problem of asking for North Korea`s voluntary participation as well as contemplating on how South Korea will show change after we ask North Korea to give up its nuclear weapons in the dimensions of trust. Describing trust to our people and the international society also is a problem that must be solved.
