정부조직변화의 경로의존성 = An Analysis on a Path Dependency of the Government Organizational Change

다국어 초록 (Multilingual Abstract)

Using a new institutional approach, the main purpose of this study is to analyze the mode of government organizational change (punctuated equilibrium or path dependency) by investigating interactions of institutional contexts and actors who involved in organization change processes and factors which led to the mode of government organizational change.
The object of this study is central government organizations in Korea. The Scope of this study is Park, YS, and DJ administration. This study uses literature survey, case studies, comparative-historical approach as a research method.
Based on the results of the analysis, the major factors of government organizational change are policy idea and policy doctrine of presidents that acted on normative constraints to actors who involved in organization change processes and political institutions. Institutional environment concentrating on economic development and growth showed persistence in spite of regime change and continued on normative restrictions to actors. As a result, in spite of regime change, the features of government organizations which industry-production ministries highly dominated reveal path dependency. Even in the case of component ratio of ministries by each administrative function, government organizational change is path dependent in spite of regime change. Institutional contexts are the key factor of government organizational change.

국문 초록 (Abstract)

이 연구는 정부조직변화의 역사적인 고찰을 통하여 정부조직의 모습이 정권의 변화라는 중대한 전환점에 의해서 단절적인 변화를 보이는지 그렇지 않으면 경로의존적인 지속을 보이는가를 제도적 맥락과 행위자간의 상호작용을 중심으로 고찰하고 이러한 변화양상을 가져온 요인을 신제도주의적 시각에서 밝히고자 하였다. 이 연구는 대한민국 정부조직, 그 중에서도 정부조직법상의 중앙행정기관을 그 대상으로 하며, 연구의 범위는 박정희 정부와 김영삼, 김대중 정부이다.이 연구를 통해 도출된 결과를 정리하면 다음과 같다. 정부조직의 변화에 있어서 가장 중요한 요인으로 작용한 것은 행위자들에 대한 규범적 제약으로 작용한 제도적 환경으로서의 국정이념 및 국정지표와 정치적 제도였다고 할 수 있다. 그 결과 박정희 정부 시절 마련된 산업생산기능에 강조점을 둔 정부조직의 모습은 정권의 변화에도 불구하고 제도적 맥락이 경로의존성을 보이고, 대통령, 집권당, 반대당 등 조직개편에 참여하는 행위자들을 제약함으로써 경로의존성을 보였다. 제도적 맥락이 정부조직변화를 결정하는 핵심적인 요인이었다.
