광역시의회 의정활동 평가현황과 개선점 -부산경실련 부산광역시의회 의정활동평가를 중심으로-

국문 초록 (Abstract)

이번 연구에서는 선행연구를 기준으로 광역시의회의 의정평가현황을 확인하고 나아가 부산광역시의회의 경우 부산경실련에서 진행하고 있는 의정평가감시사업을 통해 좀 더 실무적인 영역에서 내용을 살펴보았다. 이에 입법평가 상의 평가방식 및 지표·의원의 의정활동상의 문제를 파악했고 평가지표 개선과 의원의 전문성 확보를 위한 정책을 제언하고자 한다.
지방자치는 내가 있는 지역의 문제를 주민이 스스로 해결하고자 한다는 민주정치의 기본적인 요구라고 볼 수 있다. 지방자치시대에 지방의회의 역할은 중요하다. 지방의회의 의정활동은 대의기관인 지방의회가 지방자치법 등 관계 법령에 따라 수행하는 활동을 말한다. 지방의회는 지방자치법의 규정에 따른 의결권, 행정사무감사 및 조사권을 가지고 있다. 지방의회는 집행기관의 견제기능, 입법 및 의결기능, 행정사무감사기능, 주민대표기능이 있어 중요한 역할을 담당하고 있다. 이러한 측면에서 광역시를 기준으로 지방의회에 대한 의정활동 평가가 어떻게 진행되고 있는지 파악하는 것은 의미가 있다.
의정활동평가는 지방의회의 책임성 강화하고 시민에 대한 대응성을 높여 시민생활을 향상하는데 의의가 있다 할 것이다. 지방자치의 발전을 위한 지방의회 의정활동 평가를 분석해보고 지방의회 의정활동 평가의 방향성을 제시해보고자 한다.

다국어 초록 (Multilingual Abstract)

This study examined the status of the evaluation of the politics of the Metropolitan City Council based on previous studies and further looked at the contents of the Busan Metropolitan City Council in a more practical area through the parliamentary evaluation and monitoring projects conducted by the Busan Metropolitan Government. Accordingly, the evaluation method, indicators, and problems in the legislative activities of legislators in the legislative evaluation were identified, and this study would like to suggest policies for improving evaluation indicators and securing the professionalism of legislators.
Local autonomy can be an essential requirement of democracy that residents want to solve problems within the region they belong to. The legislative activities of local councils refer to actions performed by local councils, which are representative bodies, under relevant laws such as the Local Autonomy Act. Local councils have voting rights, administrative audits, and investigation rights in accordance with the stipulation of the Local Autonomy Act. Local councils play an important role as they have the functions of checks of executive agencies, legislation and decision-making, administrative affairs auditing, and representation of residents. In this regard, it is meaningful to understand how local councils evaluation of legislative activities is being carried out based on metropolitan cities.
The evaluation of legislative activities is meaningful in enhancing the responsibility of local councils and improving civic life by increasing responsiveness to citizens. Therefore, this study aims to analyze the evaluation of the legislative activities of the local councils for the development of local autonomy to suggest the direction of evaluation of the local councils legislative activities.
