제4차 산업혁명과 기업가 정신 = The Fourth Industrial Revolution and Entrepreneurship

The Fourth Industrial Revolution has been developed. The important thing is that there must be an increasing amount of people who become aware of the opportunity factor that The Fourth Industrial Revolution will bring about. In other words, entrepreneurship is becoming more and more important. As a matter of fact, Entrepreneurship is nothing new. In spite of, entrepreneurship is being emphasized at this moment because the vitality of our economy began to dissipate. In addition, it is also because the competition between countries to gain an edge in the quaternary sector of the economy for preemptive standards is fierce. The fast follower strategy is no longer valid. According to the rankings of the entrepreneurship and development institute index researched by the WEF, you will find that Korea is ranked lower than Japan. If a start-up company with entrepreneurship is set up but a growing virtuous cycle is not created, economy is bound to lose its vitality. In order to do this, it is necessary to build-up an innovation environment accepts failures and reform the policy system entrepreneurs bear the cost of failure. The appropriately balance of innovation and trading environment is crucial and for that to happen, a smooth supply of professional manpower is essential. Countries that freely manifest entrepreneurship will not only be well start-up, but also have great business ecosystem.

제4차 산업혁명이 빠르게 진행되면서 기업가 정신이 부각되 고 있다. 기업가정신은 과거부터 강조되어 왔음에도 다시 부각 되는 이유는 어느 순간부터 우리 경제의 활력이 사라지고 있 고, 표준 선점 경쟁이 치열한 제4차 산업에서 빠른 추격자 전 략은 더 이상 유효하지 않기 때문이다. WEF가 조사한 기업가 정신 지수의 순위를 보면, 우리나라는 일본보다 낮은 것으로 나타난다. 미국 MIT대학의 활발한 창업이나 영국경제의 활력 등은 기업가 정신의 중요성을 다시 한 번 일깨워준다. 어느 나 라든지 일자리는 업력 3～5년 미만의 신규 기업에서 많이 발 생한다. 기업가정신을 갖춘 창업기업이 만들어지고 성장하는 선순환 구조가 갖춰지지 않는다면 그 나라의 경제는 활력을 잃을 수 밖에 없다. 교역환경 측면에서 나타나는 두드러진 특 징은 디지털 기반의 강화와 디지털 기반 기업의 성장이라고 할 수 있다. 이러한 환경변화는 우리나라와 기업, 개인 모두에 게 새로운 도전인 동시에 기회가 될 수 있다. 정부의 역할은 이러한 환경변화를 기회로 생각하는 기업가들이 배출되는 시 스템의 구축에 있다. 이를 위해서는 활발한 혁신활동과 소프트 웨어 전문 인력의 원활한 공급이 필수적이다. 혁신활동 유도를 위해서는 기업가의 자유로운 혁신활동, 즉, 실패를 용인할 수 있는 혁신환경조성, 기업가가 실패비용을 모두 부담해야 하는 제도 보완 등이 필요하다. 미국의 DARPA, 국내의 TIPS 프로 그램 등이 좋은 사례이다. 우수한 소프트웨어 전문인력을 배출 하기 위해서는 보장과 보상 시스템의 개편이 중요하다. 기업가 정신의 발현이 자유로운 나라가 창업 뿐 아니라 기업생태계도 건강하다.
