생산 기여도를 고려한 용도별 주파수의 경제적 파급효과 분석 = Economic Impact of Spectrum Usage: Considering Production Contribution

국문 초록 (Abstract)

시장 기반 전파관리 체계 하에서, 경제성은 주파수 분배의 효율성을 평가하기 위한 척도로 활용될 수 있다. 기존 연구는 여러 주파수 용도를 하나의 산업으로 통합하거나, 특정 산업의 총생산액이 자본, 노동 등 여타 생산요소를 배제하고 오로지 주파수에 의해 산출됨을 가정하는 접근을 통해 경제성을 평가한다. 본 연구는 생산 기여도를 고려한 용도별 주파수 고유의 경제적 파급효과를 분석한다. 이를 위해, 먼저, 주파수 용도를 산업에 기초하여 분류한다. 다음으로, 이동통신 산업의 자료를 활용하여 주파수의 생산 기여도를 추정한다. 마지막으로, 산업연관분석을 통해 용도별 주파수의 산업연관효과를 측정하고 이동통신 산업을 대상으로 측정된 생산 기여도를 적용하여 경제적 파급효과를 추산한다. 주요 분석결과로, 이동통신 산업에 대한 주파수의 생산 기여도는 10㎒당 약 0.10-0.11% 수준으로 평가된다. 이를 적용한 주파수 10㎒ 공급의 경제적 파급효과는 연간 약 602억 원으로 측정된다. 본 연구의 결과는 주파수 공급정책 수립에 있어 우선순위를 평가하는 과정의 기초자료로 활용될 수 있다.

Due to the advancement in wireless communication technology, the utilization of spectrum is expanding across various industries. For example, the government is preparing a spectrum supply plan to support various new industries, such as urban air mobility, robotics, and wireless charging of electric vehicles. Within a market-oriented spectrum management system, evaluating the economic impact becomes pivotal to assess spectrum efficiency. It is therefore imperative to undertake a comparative assessment of the economic viability of each spectrum use before implementing policies like spectrum allocation. Existing studies have typically evaluated economic impact by amalgamating multiple spectrum uses within a single industry or by assuming a sole reliance of a specific industry’s production on spectrum, while disregarding other crucial inputs like capital and labor. This approach not only complicates the precise evaluation of relevant policies but also tends to inflate the perceived economic feasibility of spectrum usage. This study delves into analyzing the economic impact of spectrum by considering its contribution to production. Initially, the study categorizes spectrum use based on industries and estimates the actual production contribution of spectrum utilizing empirical data from the mobile industry. Subsequently, the study employs inter-industry analysis to gauge the economic impact of each spectrum use by factoring in production contribution based on the mobile industry. The main analysis results indicate that the production contribution of spectrum to the mobile industry is estimated to be around 0.10-0.11% per 10㎒. The economic impact of allocating 10㎒ in the mobile industry is estimated to be 60.2 billion won per year. The outcomes of this study serve as fundamental data for evaluating priorities when formulating spectrum supply policies. Specifically, the economic impact generated through spectrum supply can be assessed, and the spectrum usage that maximizes this impact can be chosen as the optimal alternative. Moreover, it aids in assessing the necessity for refarming by evaluating the effectiveness of the spectrum already in use.
