주민자치위원회의 주민자치 수단과 체계 분석: 지역 활성화 분야 사례를 중심으로 = An Analysis of Community Centers’ Tools and Frames for Local Development

국문 초록 (Abstract)

이 글은 주민자치회의 개편 논의와 마을 만들기 등 주민자치와 지역에 대한 관심이 더욱 높아지는 시점에서 우리나라 주민자치위원회가 주민센터를 중심으로 주민자치를 위해 활용해온 수단과 체계를 분석하는 데 목적이 있다. 이를 위해 2010년 전국주민자치박람회의 ‘지역 활성화 분야’ 우수사례들을 분석 하여 이 사례들이 제시하고 있는 주민자치 수단과 체계는 어떤 것이었는지에 초점을 두었다. 지역 활성화 분야가 주민자치의 성격을 가장 잘 드러낼 수 있는 분야라고 판단되었기 때문이었다. 분석 결과 프로그램 운영은 주로 공원이나 가로의 조성과 정비, 마을 축제, 자원봉사 활동 등이었고, 이들 지역의 자원연계는 주로 종교, 문화, 복지, 교육단체와 기관들에 걸쳐 있었으며, 교육은 견학과 탐방, 도시대학이나 주민자치대학과 같은 프로그램도 점차 생겨나는 것으로 나타났다. 그런데 지역 활성화 사업은 공동체 해체나 경기침체에 따른 위기의식, 그리고 지역 현안문제의 해결노력 등에 의해 추진되었지만, 직접적으로 경제적 이익에까지 이르는 중･장기계획은 드문 것으로 분석되었다. 결론적으로 주민자 치회 발전방향 논의와 관련하여 실질적인 권한 위임이 자치 역량 강화의 초석 임을 제안하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze the tools and frames that local community committees have used for community self-governing through the local community centers. For this, this study analyzed the best practices at the community center fair in 2010. As a result, the programs of the community centers were mainly building up the small parks and roads, the folk fairs, voluntary activities, and so on. The connections of their resources were focusing on the organizations for religion, culture, well-fare, and education. And the education programs for citizen were mainly field trip or citizen-college program. However there were few mid or long-term plans for the local economic interests, even their activities were triggered by the community break-up, economic crisis, and some other local issues.
