저탄소 녹색성장 실현을 위한 녹색건설 정책 추진 방향 = The Direction of Green Construction Policies for the Realization Low Carbon, Green Growth

국문 초록 (Abstract)

우리는 국토개발에 있어 환경보다 성장을 우선시해 왔고, 아직까지도 도시지역의 개발요구는 더욱 거세지 고 있다 그러나 지속가능한 발전이라는 개념의 등장 이후 환경을 고려한 발전에 관심을 가지게 되고 나아가 환경보호를 통하여 성장능력을 키우자는 녹색성장 개념이 등장하였다. 특히 환경파괴의 주범으로 여겨지고 있는 건설 분야에서의 그 역할이 강조되고 있다. 본고에서는 이러한 맥락에서 추진되고 있는 녹색건설 정책 의 의미와 최근 정책 동향을 살펴보고 향후 정책 추진방향을 제시하였다. 현재 추진되고 있는 녹색건설 정책 중 주요 정책으로는 건축물, 교통물류, 수자원, 신재생에너지 및 자원 순환시설 관련 정책이 있다 고려된 녹색건설 정책 동향을 통해 개선과제 및 추진방향을 다음과 같이 제시하였다. 저탄소 녹색성장을 위해 한국형 녹색기술을 개발에 좀 더 노력해야 하며 원천기술을 확보해야 한다. 또한, 정부는 건설 관련 분야에 균등한 지원을 할 수 있도록 해야 하며, 민간기업을 대상으로 하는 인센티브를 늘려야 할 것이다, 녹색성장 초기에 제기되었던 국민적 공감대 형성은 아직까지 부족한 실정이므로 개선 에 힘써야 하며, 세계적인 수요 확대에 대비하여 전략을 수립해야 한다.

It is consideration in environment, furthermore, have appeared green growth which is the growing ability through environmental protection since appeared sustainable development. In particular, the construction sector is believed to the main culprit of the environmental destruction in that role is being emphasized. For this reason, ``green construction policy`` has started and is promoting. It means activities to pursue green in the scope of the construction sector. Currently being pursued in green construction policy of major policy are architecture, transportation & logistics, water resources, renewable energy and resource circulation facilities-related policies. For low carbon green growth, we have to be effort Korean green technology development and in securing technology source, also the Government evenly support each areas and increase the incentive for the private companies. In addition, It is strive the formation of a national consensus and need to be established the strategy in preparation for worldwide demand expanding.
