토픽모델링과 네트워크 분석을 통한 에너지 안보와 에너지 전환의 이해관계 연구 = A Study on National Stakeholder Analysis in Energy Security and Energy Transition through Topic Modeling and Network Analysis

국문 초록 (Abstract)

본 연구는 한국의 에너지 정책, 특히 전기요금과 신재생에너지 정책을 중심으로 이해관계 분석을 수행하였다. 에너지 정책은 국가의 경제, 환경, 안보에 핵심적인 영향을 미치는 복잡하고 다차원적인 영역으로 다양한 이해관계자들이 상충하는 목표와 가치로 충돌하는 부분이다. 이러한 맥락에서 에너지 정책연구는 이해관계 분석의 중요성이 주목받는 바이다. 본 연구는 에너지 정책 간의 상호작용과 갈등 구조를 분석하기 위해, 토픽모델링과 네트워크 분석을 결합한 방법론을 적용하였다. 2018년 6월부터 2023년 6월까지의 뉴스 데이터를 수집하여 에너지 안보에서는 전기요금, 에너지 전환에서는 신재생에너지로 한정하여 이해관계성을 분석하였다. 그 결과 전기요금 인상과 신재생에너지 확대는 다양한 이해관계자들, 특히 정부, 민간기업, 일반 소비자 간의 충돌을 일으키며, 정책 수립 시 종합적인 고려가 필요함을 확인하였다. 본 연구는 정량 및 정성적 방법론을 통합한 분석 접근법을 에너지 정책 분석에 적용함으로써, 시간에 따른 이해관계자들의 입장 변화와 정책 환경의 동적 특성을 파악하여 에너지 정책의 다층위적 맥락을 밝히는데 기여한다.

This study conducts a stakeholder analysis focusing on South Korea's energy policies, particularly electricity pricing and renewable energy policies. To analyze the interaction and conflict structure between energy policies, a methodology combining topic modeling and network analysis was applied. By collecting news data from June 2018 to June 2023 and analyzing the stakeholder relationships between energy security (electricity pricing) and energy transition (renewable energy), the results show that electricity price increases and renewable energy expansion cause conflicts among various stakeholders, especially the government, private companies, and consumers, highlighting the need for comprehensive consideration in policy-making. This study contributes to illuminating the multi-layered context of energy policies by applying an integrated approach combining quantitative and qualitative methodologies, capturing the dynamic nature of stakeholder positions and policy environments over time.
