남미국가의 남극 환경 보호에 관한 국제거버넌스 참여: 아르헨티나와 칠레의 사례를 중심으로 = International Governance Participation of Latin American Countries in Antarctic Environmental Protection: Focusing on the Cases of Argentina and Chile

국문 초록 (Abstract)

본 논문에서는 남극은 기후변화와 환경 보호 문제의 중심에 있는 중요한 지역으로, 국제 사회는 이를 보호하고 지속 가능한 관리가 필요하다고 인식하고 있다. 아르헨티나와 칠레는 남극과 지리적으로 가까운 위치에 있으며, 두 나라는 남극 지역에 대한 통제권을 확보하려는 노력과 함께 과학적 연구와 환경 보호를 통해 남극 생태계를 보호하고자 했다. 이들은 남극조약체제와 마드리드 의정서 등 국제 협약에 적극적으로 참여하며, 남극의 자원을 보호하고 지속 가능한 연구를 촉진하는 방향으로 정책을 추진해왔다. 양국은 남극 생태계 보호를 위한 국제적인 협력에 중요한 역할을 하며, 그들의 활동은 남극을 둘러싼 국제적 갈등을 완화하고, 환경 보호를 위한 기준을 설정하는 데 기여했다. 이 연구는 아르헨티나와 칠레의 남극 환경 보호에 대한 참여와 그들의 활동을 분석하며, 남미 국가들이 남극 생태계 보호와 국제 협력에 기여한 중요성을 강조한다. 또한, 이 연구는 향후 남극 생태환경 보호를 위한 국제적인 전략을 제시하고, 한국과 같은 제3국과의 협력 가능성을 논의한다. 이를 통해 남극 보호를 위한 국제 사회의 거버넌스 방향을 모색하고자 한다.

Antarctica is a key region at the center of climate change and environmental protection issues, and the international community recognizes the need to protect it and manage it sustainably. Argentina and Chile, geographically close to Antarctica, have made efforts to secure control over the region while also aiming to protect its ecosystem through scientific research and environmental conservation. They have actively participated in international agreements such as the Antarctic Treaty System and the Madrid Protocol, pushing policies that protect Antarctica's resources and promote sustainable research. Both countries have played a significant role in international cooperation for the protection of the Antarctic ecosystem, and their actions have contributed to mitigating international conflicts surrounding Antarctica and establishing standards for environmental protection. This study analyzes Argentina and Chile's participation in Antarctic environmental protection and their activities, emphasizing the importance of Latin American countries' contributions to the protection of the Antarctic ecosystem and international cooperation. Additionally, the study proposes future international strategies for Antarctic environmental protection and discusses the potential for cooperation with third countries, such as Korea. Through this, the study aims to explore the direction of international governance for the protection of Antarctica.
