행정학 분야 대학교수의 연구생산성과 그 영향요인: 개인적 특성인가? 환경적 요인인가? = A Study of Faculty Research Productivity and Its Determinants in the Field of Public Administration

This study aimed at activating the research work of professors and at promoting a higher quality of education by analyzing the present level of individual characteristics, research environment, and faculty research productivity in public administration and exploring its determinants. For this study, 834 professors were selected from private and public universities located in Korea. Data analysis used descriptive statistics and regression analysis allowing for an in-depth examination of the present level of faculty research productivity and its determinants. The results of this study can be summarized as follows. First, Korean professors in the field of public administration display the present individual characteristics and research environment: ⓐthe average age was 49.6 and most of Korean academic professors were male and full professors; ⓑ most of their doctoral degrees were earned abroad; ⓒ the average number of courses taught in the last five years were 2-3 (for 6-9 credit hours); ⓓ most of Korean academic professors take responsibility for an official position in academic affairs or a research society; ⓔthe average amount of research funds provided by their school was greater than was provided by other sources, and the greater part of professors took sabbatical leaves; ⓕthe number of research assistants at the master’s and doctoral level was above average. Second, the average research productivity by Korean professors in the last five years differed according to gender, academic rank, and origin of degrees. Third, the decisive determinants of research productivity of Korean academic professors were also different according to each dimensions: ⓐthere was a positive relationship between the amount of research funds provided by the school and the publication of papers; ⓑthere was a positive relationship between doctoral degrees and the publication of papers; ⓒthere was a positive relationship between working at a research-based university and the publication of papers; ⓓthere was a positive relationship between taking a sabbatical leave and the publication of papers. In addition, a professor's age and administrative and service burdens had a negative impact on the publication of papers.

국문 초록 (Abstract)

이 연구의 목적은 행정학 분야에서 대학교수의 연구생산성과 이에 영향을 미치는 요인을 경험적으로 규명하는 것이다. 해외 학계와 국내 이공계에서는 교수들의 연구생산성 연구가 꾸준하게 이루어져 온 반면, 행정학 필드에서 아직 교수들의 연구생산성에 대한 개념도입과 이에 관한 검증은 나타나지 않았다. 그러므로 학계 발전의 시각에서 교수의 가장 중요한 사명을 ‘연구’라고 볼 때, 현재 시점에서 이러한 시론적 의미를 가진 연구는 필요해 보인다. 주요 연구질문과 그 결과는 다음과 같다. 첫째, 행정학 분야 대학교수의 연구생산성의 의미는 무엇인가? 연구생산성은 교수가 각종 수고와 노력을 투입하여 결과가 만들어지고 이것이 다시 학계에 발표, 평가, 수용되는 과정이며, 교수의 사명과 책무 및 제도와 정책 등의 관점에서 연구생산성은 의미가 매우 크다. 둘째, 행정학 분야의 대학교수는 어떤 배경과 특성을 가지고 있으며, 어떤 환경에서 연구를 하고 있는가? 교수들의 개인적 특성은 전반적으로 우수한 편이었으나, 상대적인 연구환경은 아직 열악한 편이었다. 셋째, 행정학 분야에서 교수의 연구생산성은 그 양적, 질적 수준이 어느 정도인가? 연구생산성 수준은 1인당 연간 1.39편으로 낮은 편은 아니었고 시간흐름에 따라 점차 증가하는 긍정적 양상을 보였으나 직급별, 학위별 편차가 있었다. 넷째, 교수의 연구생산성에 대한 각종 영향변수, 즉 향후 연구생산성의 변화를 효과적으로 설명할 수 있는 변수에는 무엇이 있는가? 연구생산성에 영향을 미치는 요인은 개인적 특성에서 연령과 학위사항이었고, 환경적 요인에서는 연구비지원, 보직 및 봉사부담, 연구년 등으로 나타났다. 이러한 결과들은 정부, 대학, 학계의 연구생산성에 대한 주목과 학술정책에 의미 있는 시사점들을 던져 주었다.
