중국 대약진운동의 정책결정과정에 대한 연구 = 집단사고(groupthink) 모형을 중심으로

국문 초록 (Abstract)

이 연구는 재니스(Janis)의 집단사고 모형을 분석틀로 하여 중국의 대약진운동이 어떤 정책결정과정을 거쳐 어떻게 이루어졌으며, 정책결정과정상의 오류는 무엇인가를 사례분석을 통해 밝히는 것이다. 연구결과, 대약진운동의 결정과정에서 집단응집성과 마오쩌둥의 불공정한 리더십을 비롯한 다수(7개의 집단사고 선행요인 중 5개)의 집단사고의 유발 조건이 형성되어 이견자의 압력을 비롯한 8가지 집단사고의 증상요인들이 모두 나타났으며, 이로 인해 대안에 대한 불충분한 탐색을 비롯한 8가지 결함 있는 정책결정과정의 증상요인들이 모두 나타났다. 그리고 이로 인해 정보처리의 오류에 의한 낮은 질의 정책이 결정되어 결국 그 정책은 대 실패를 초래하였다. 또한 본 연구의 사례분석 결과에서 집단사고 모형의 예측과 차이를 보이는 연구결과에 대해서 다른 연구자들의 연구결과들과 비교하여 문제점을 논의하였고, 대약진운동의 결정과정상의 오류에 의거하여 정책결정의 처방을 위한 시사점을 제시하였다.

다국어 초록 (Multilingual Abstract)

This article aims to see how the Great Advance Movement in China was decided and also what is the errors of the policy making process by undertaking case study about the policy making process of the Great Advance Movement in China.
This study shows that during the period of deciding the Great Advance Movement five of seven groupthink antecedents(all except lack of procedural norms and low self-esteem) were presented, these antecedents caused all eight groupthink symptoms, these groupthink symptoms caused all seven symptoms of defective policy making process that interfere with effective group policy making, those symptoms of defective policy making process lead to making a policy of low quality, and the policy resulted in failure.
And also on the basis of the errors of the policy making process of Advance Movement prescriptions for the better policy making was suggested.
