중소기업의 환경변화와 정책자금의 역할 = The role of government funded schemes and changes in business environment of small and medium enterprises

국문 초록 (Abstract)

본 연구는 중소기업 정책자금의 환경을 분석하고 정책자금의 차별성 확보를 통한 중소기업 정책자금의 역할을 재정립하는데 있다. 일반적으로 정책자금의 필요성으로 지적되고 있는 것은 시장실패와 정부의 정책목적성이다. 민간 금융기관의 시장실패는 정보비대칭으로 인한 신용할당에 있다. 중소기업 정책자금 역할 재정립 방안은 정책자금 지원대상의 명확화, 중소기업 정책자금 지원범위와 지원한도의 조정, 중소기업 정책자금의 차별화, 정책자금 정당성에 근거한 대출금리 차등화 방안 등을 들 수 있다.

다국어 초록 (Multilingual Abstract)

This study analyzes the new environment facing small and medium enterprises and tries to reestablish the role of government-funded schemes by proposing a new direction for the business of the small and medium enterprises which will take exploit and strengthen its competitive advantage. Market failure and policy objectives are frequently cited as a justification for the necessity of government-funded schemes for helping and nurturing small and medium enterprises. One aspect of market failure is the fact that due to information asymmetry there is capital rationing in financial markets. Policy measures designed to achieve appropriate objectives increase the welfare of the public if they are successfully implemented within a market mechanism. The new proposal includes clearer definition of who receive support from the government funded schemes, the scope and limit of these schemes. and differentiation of these schemes from bank loans.
