최근 기후 변화로 인한 극한 기상 현상의 빈도가 증가하면서 자연재해, 특히 홍수와 집중호우가 빈발하고 있다. 본 연구는 충청북도 청주 지역의 장기 관측된 강우 자료를 바탕으로 설계강우량의 변동 경향성을 파악하고자 한다. 1967년부터 2023년까지 청주 기상관측소에서 수집된 강우 데이터를 활용하여, 확률통계분석을 통해 지점별 빈도해석을 수행하였다. 연구는 30년 단위로 구간을 나누어 각 기간별 설계강우량을 산정하고 비교 평가하였다. 분석 결과, 최근 1994년부터 2023년까지의 관측된 강우량의 표준편차는 과거에 비해 크게 증가하였으며, 이는 강우량의 변동성이 커지고 있음을 시사한다. 6시간, 12시간, 24시간 지속시간을 기준으로 50년과 100년 빈도의 설계강우량을 산정한 결과, 시간이 지남에 따라 모든 지속시간에서 강우량이 증가하는 경향을 보였다. 특히, 2023년 7월의 집중호우는 기존의 강우 패턴과는 다른 양상을 보이며, 100년 재현기간 이상의 극한 강우사상으로 평가되었다. 이는 기후 변화가 강우 패턴에 큰 영향을 미치고 있음을 나타낸다. 본 연구는 청주 지역에서의 강우 패턴 변화를 이해하고, 이를 바탕으로 향후 수자원 관리 및 홍수 예방을 위한 기초 자료를 제공하고자 한다. 연구 결과는 재난관리 및 수자원 관리 전략의 중요성을 강조하며, 설계강우량의 재평가와 새로운 대응 전략 수립의 필요성을 제시한다.

The extreme weather events leading to frequent natural disasters has been increasing in recent decades. This study aims to understand variations of design rainfall based on long-term observed precipitations at Cheongju, Chungbuk, Korea. The data in the period of 1967 to 2023 (The Cheongju Meteorological Observatory) was used for single site probabilistic frequency analysis. The data period was divided into 4 cases of 30-year periods to estimate and compare the design rainfall for each period. The analysis results show that the standard deviation of observed rainfall from 1994 to 2023 has significantly increased compared to previous periods, indicating greater variability in rainfall. Design rainfall amounts for 50-year and 100-year return periods were calculated for 1, 6, 12, and 24-hour durations. The results indicate an increasing trend in rainfall amounts over time for all durations. Notably, the heavy rainfall in July 2023 exhibited a different pattern compared to historical rainfall events, and it was evaluated as an extreme rainfall event exceeding a 100-year return period. It suggests that extreme weather event affecting rainfall patterns. This study provides fundamental data for understanding changes in rainfall patterns in the Cheongju region and for future water resource management. The findings highlight the importance of reassessing design rainfall and developing new strategies for disaster management and water resource management in response to climate change.
