Modern countries have social security as an institutional means to attain the national goal, people's welfare.
Of social security programs, public assistance is to secure the national mimimum standard of living for those who have no way to live owing to old age, disease, unemployment, etc. That is, the main purpose of public assistance is to cut off the poverty as an adhesive headache to the aged, the handicapped and workers with no or less employment.
Poverty line is a guideline to social policy making, performing and evaluating, and also a criterion to the goal of public assistance.
A study on the poverty measurement started in England in the end of the 19 century. The concept, poverty, is related with all the aspects of human life so closely, and too much changeable, that it is very difficult to define it, compared whih other social indicators.
Poverty line can be made in accordance with policy goals and tools so that it may vary with its constructions.
It needs to study and to establish a more rational social indicator in order to proceed to welfare state.
