휠체어 이용자의 도시철도역사 이용편의성 향상을 위한 정책 우선순위 분석: 비대칭 영향-성과 분석을 활용하여 = Prioritizing Policies to Enhance the Convenience of Urban Railway Stations for Wheelchair Users: Using Asymmetric Impact-Performance Analysis

국문 초록 (Abstract)

교통약자의 이동권은 우리나라 법에 명시된 기본적인 권리이다. 그러나 실상은 교통약자의 이동권이 보장되지 못하여 일상생활과 사회참여에 부당한 제약을 겪는 경우가 많다. 교통약자 중에서도 장애인은 개인의 신체적·정신적 조건의 특수성으로 인해 비장애인의 경우와는 다른 정책 대안을 고려하여 이동권을 보장하는 노력이 필요하다. 특히, 휠체어 이용자는 이동하기 위해 반드시 휠체어라는 이동 보조 장치를 사용해야 하므로 더욱 세밀한 대안 마련이 필요하다. 이에 본 연구는 휠체어 이용자의 이동권 보장을 위해 주요 대중교통수단 중 하나인 도서철도 서비스의 이용편의성 향상을 위한 개선사항을 도출하고 그 우선순위를 결정하는 데 근거로 활용할 수 있는 자료를 제공하고자 한다. 이를 위해 본 논문에서는 부산 지역의 도시철도역 이용편의성 평가를 중심으로 연구를 수행하였다. 연구를 위해 휠체어 이용자를 대상으로 설문조사를 수행하였고, 수집된 자료를 바탕으로 비대칭 영향-성과 분석(asymmetric impact-performance analysis)을 사용하여 도시철도역의 이용편의성 제고를 위한 개선사항 및 우선순위를 도출하였다. 비대칭 영향-성과 분석은 전통적으로 사용된 중요도-만족도 분석(importance-performance analysis) 기법을 이론적·방법론적으로 개선한 분석기법으로 분석결과에 대한 신뢰성을 높였다고 할 수 있다. 본 연구의 분석결과에 따르면 휠체어 이용자의 도시철도역 이용편의성 향상을 위해 가장 시급한 과제는 역에 설치된 엘리베이터의 개선이며, 휠체어 리프트, 승강장의 접근성, 안내표지 및 역무원 서비스 순으로 개선의 우선순위를 정할 수 있었다.

다국어 초록 (Multilingual Abstract)

The right of mobility is a fundamental entitlement protected by Korean law for individuals facing transportation disadvantages. However, practical implementation often falls short, resulting in unjust constraints on daily life and societal engagement. Among those with transportation disadvantages, dedicated efforts are crucial to secure the rights of individuals with disabilities, considering their physical and/or mental conditions. Wheelchair users, in particular, require tailored solutions due to their reliance on mobility aids. This study seeks to furnish evidence for establishing priorities and enhancements to improve the accessibility of urban railway services, a key mode of public transportation for people with disabilities. To achieve this, the research focused on evaluating the convenience of using urban railway stations in Busan, Korea, through a survey targeting wheelchair users. Employing asymmetric impact-performance analysis, a theoretical and methodological enhancement over traditional importance-performance analysis, the study aimed to derive reliable results. The findings underscore the pressing need to enhance station elevators as the foremost priority for improving the convenience of urban railway stations for wheelchair users. Additionally, suggested areas for improvement, in order of priority, include wheelchair lifts, platform accessibility, and information signage and service staff assistance.
