This study purports to suggest the desirable directions for improving the intergovernmental relationships and the establishment of the right of financial autonomy in local autonomy era. With beginning of local autonomy, Korean local governments are faced with rapid growth and changes in administrative demands. In order to respond to the changes satisfactorily, the desirable relationships between central government and local government are demanded. However, central power has suppresed local power seriously. This unbalanced power relationships have prevented the stable settlement of local autonomy. So, local government should have more power on their functions and finances. In this respect, this study analyses the Case of Yusung-Gu and suggests several alternatives for enhancing local power, especially focused on local finances. The results of this study can be summarized as follows: - It is necessary to construct the mutural cooperative system from two ways: central and local government, local and local government. The redistribution of intergovernmental functions and the strengthening of local power, especially local financial capacity should be achived. The policy adjustments are demanded between the governmental bureau on conflicting cases. The reinforcement of political leadership should be act.
