Demokratia means rule of majority and ancient Greek philosophers such as Platon and Aristoteles and
politicians such as Pericles clearly understood demokratia to be a form of polity. While Pericles praised
demokratia as a unique polity which Athens polis developed, Platon and Aristoteles recognized demokratia had
the tendency to transform into mobocracy or ochlocracy. In oriental countries demokratia was translated into a
word which can be easily understood as an ideology, not a polity. If demokratia is understood as an Ideology,
drawbacks which demokratia can bring are to be covered up. Demokratia is just a form of polity which can do
good or harm to society. When demokratia transforms into mobocracy or ocholocracy, it will do more harm
than good. This study argues that demokratia must be understood as a polity and suggests liberty as as
ideology which demokratia should pursue.
