In the age of globalization, frequent exchanges and activities of important persons for the benefit of each country are inevitable, and they are actively participating in various international events in various parts of the world, especially Southeast Asia.
As a new emerging market, the Korean government is pursuing a new southern policy targeting Southeast Asia, which has strategic value. However, the region is at risk for safety due to the instability of political, ethnic and religious dispute and conflicts, the internationalization of terrorism, and the influx of international terrorist groups Al Qaeda in Iraq(AQI) and Islamic State(IS), this is inherent.
In the trend of the era of international terrorism, important persons in Southeast Asia have become the main targets of terrorist groups, and if they face problems with their safety, they can cause tremendous international impacts as well as the fall of the country concerned.
The purpose of this study is to identify the essential causes of the personal threats of important persons people in Southeast Asia, and to provide improved measures in international cooperation and response to personal safety. In order to achieve this goal, the following contents were studied. First, the theoretical background of terrorism and the aspects and spread of terrorism are examined.
Second, the status of terrorism in the Southeast Asian region's religion, politics, and socio-economic aspects was identified.
Third, terrorism was compared and analyzed in four countries: Thailand, Philippines, Indonesia and Myanmar.
Fourth, as a case study, the failures and successes of important persons safety were analyzed at a large international event called the ASEAN + 3 Summit in Thailand in April and October 2009.
Fifth, international cooperation and countermeasures for the safety of important persons were presented.
As a research method, First, as a literature study, contents analysis was conducted through various literatures, materials, national records, white papers, publications, etc., focusing on international terrorism.
Second, as a case study, four countries in Southeast Asia and ASEAN + 3 Summit held in April and October 2009 in Thailand were studied using the SWOT(Strength Weakness Opportunity Threat) analysis method.
The results of the literature analysis through these studies are as follows: First, the cause of terrorism in Southeast Asia is the underdevelopment of the political system, the conflict between races and Islam in the post-colonial state construction process.
Second, after the Bali bombing in October 2002, conflicting sentiments among Muslims who were furious about the United States' anti-terrorism war spread to the United States and its allies, and this Muslim sentiment is linked to Islam in Southeast Asia.
Third, the activities of the international terrorist group Al Qaeda's Southeast Asian network and IS-related organizations increased.
Fourth, the important persons attending large-scale international events in Southeast Asia are targeted by international terrorist groups.
As a result of case analysis by country(Thailand, Indonesia, the Philippines, and Myanmar), the commonalities of the four countries are First, influenced in connection with international terrorist organizations.
Second, terrorist incidents important persons are continuously occurring in each country.
Third, cooperation between the United States and other countries through international cooperation with the United States through the Association of Southeast Asian Nations(ASEAN), the consultative body in Southeast Asia, and the ASEAN Regional Forum(ARF) was discussed at a security level.
The differences, First, complex and different depending on the religious, political, socio-economic background of each country.
Second, there are different levels of countermeasures against terrorism depending on the internal and external conditions of each country, and in particular, Indonesia is a Muslim that most people believe in Islam, and anti-Islam policies are inherently limited.
Third, the agency responsible for the personal safety of important persons are operating as a mixed system of military, police, military and police as a different system by country.
As a result of the ASEAN + 3 summit case study in Thailand in 2009, the failure of April's event was canceled. Recognition of the uneasy situation of anti-government protests, lack of plans for the safety of important persons, and the responsibility of the agency in question are unclear. There was a lack of response guidance and responsible action by staff in the field.
Subsequent successes at the events in October of the same year presented a plan for the safety of the Thai government at the level of participation in the government, and established international security cooperation as well as careful preparations such as the establishment of the Security Coordination Planning Committee and the launch of domestic security laws. Through this, it was concluded that the event was safely completed important persons. the safety of the main personnel, First, specific and practical countermeasures were proposed for the latest attacking means such as drones, spontaneous terrorists such as 'lonely wolves' and evolving terrorism to be utilized in the field.
Second, in order to compensate the limitations from the public sector, such as the police, in the responsibility and role of safety affairs of important persons, efficient use of the private sector, such as security companies, was suggested.
Third, suggestions were made to use international councils, such as regular information exchange.
Fourth, common and essential contents necessary for international cooperation were presented in stages (preparation →execution → emergency).
The significance of this study was to confirm that the ultimate solution to the security of the important persons from international terrorism in Southeast Asia is the development of a political system called democracy in the region and the practice of peace thought to guarantee human dignity.
In addition, the safety of the important persons from international terrorism is an absolute task for the stability of each country and the international order. Through the results of these studies, it will contribute to the improvement of personal safety for the important persons in Southeast Asia and around the world, and the establishment of a stable international order and peace.
