A Damocles Sword? - Korean Responses to the Russo-Japanese War

국문 초록 (Abstract)

이 글은 러일전쟁 직전과 직후의 국내외적 상황에 대한 한국 정부와 사회의 반응에 관한 것이다. 일본과 서방측 학자들은 한국인 청일전쟁과 러일전쟁 사이 10년간을 유용하게 이용했다면, 그리고 러일전쟁의 발발 가능성과 그 결과를 예견했다면, 일본의 식민지로 전락하는 운명을 피할 수 있었을 것이라고 주장한다. 이 글은 한국 정부와 국민들이 이들 사태를 충분히 예견했으며, 그러나 대응정책의 미숙성과 국제정치의 구조적 요인 등에 의해 효과적으로 이루어지지 못했음을 보여준다. 또 개화파 중 일부의 대일인식이 일본의 한반도 점령정책의 변화에 따라 변하고 있음도 보여준다.

다국어 초록 (Multilingual Abstract)

This paper examines how the Koreans perceived, and reacted to, the international environment at the time of the Russo-Japanese War and the coming of the victorious Japan to the peninsula. The Western powers viewed that Korea was given a “decade” for revitalizing itself but being totally ignorant of the international development, was unable to move in the direction of reform. However, this paper will show that the Korean people and government alike were fully informed of the developments surrounding their country and did their best based on their world outlook and value system, although their prescriptions were not sufficient enough to prevent their country being absorbed by Japan. In addition, this paper describes how Korean attitude toward the Japanese was changing by Japan’s occupation policies.
