The aim of this study is to clarify the characteristics and the relation of Elementary Learning and Great Learning which are considered as two phases of Confucian character education and to find the significance to contemporary character education. According to Chu Hsi`s theory of character education, human character is substantiated into three elements, behavior, knowing and mind. Elementary Learning is the formation of behaviors by exterior norms which is called social institution. Great Learning is the formation of knowing and mind by interior cultivation. According to his view, character education is the process of the formation of behavior, knowing and mind in order. Why these elements? Why this order? It is estimated that Chu Hsi constucted his theory of character education on the principle of human natural development. He recognized the develpmental process of human character from behavior to mind and theorized his naturalistic view into a inductive and normative system. His theory of Elementary Learning and Great Learning is considered as the most elaborated and systematic view of character education of Confucianism.
