다국어 초록 (Multilingual Abstract)

This paper explores middle powers’ assertive diplomacy regarding regional institution building. Regional integration is generally considered as a niche for middle powers since major powers are more interested in global affairs while weak powers lack resources for diplomatic activism. Regional institutions not only have lock-in effects against major powers but also reduce transaction costs for regional cooperation. However, middle powers show divergent preferences and strategies toward regional institutions. This paper explains this diversity with differences in several domestic and external factors. The case study of four types of middle powers, i.e., regional hegemonic powers (Brazil, India, and South Africa), traditional middle powers (Australia and Canada), Nordic middle powers (Sweden, Norway, Finland), shows that external factors like relationship with the global hegemon and relative power position in the region, and domestic receptiveness toward neoliberalism largely determines diplomatic activism toward regional integration and preference for binding regional institutions.

본 논문은 중견국가(middle powers)의 외교적 적극성에 대한 연구 프로젝트의 일환으로서, 이들이 자신의 영향력 확대를 위해 지역제도를 어떻게 활용하는지 살펴보는 것이다. 지역제도는 강대국을 구속하는 효과는 물론이고 거래비용 삭감 등 효율성 증진효과도 크기 때문에 중견국가들에게는 유용한 외교적 수단이지만, 지역제도에 대한 이들의 선호나 전략은 다양한 것이 현실이다. 본 연구는 이런 다양성은 중견국가의 역내 위상, 패권국과의 관계, 그리고 신자유주의에 대한 수용 정도 등과 같은 국내적 변수를 가지고 설명할 수 있다고 주장한다. 이를 입증하기 위해서 브라질, 인도, 남아프리카 공화국과 같은 지역패권적 중견 국가, 캐나다 및 호주와 같은 전통적 중견국가, 스웨덴 및 노르웨이와 같은 북구의 중견국가, 그리고 멕시코 및 아르헨티나와 같은 역내 이등국가에 대한 사례연구를 하였다.
지역패권국들은 패권국 미국에 대항하고, 자신의 역내 위상을 공고하게 만들기 위해서 지역통합을 적극 추진하였지만 자신들에게 부담이 되는 강력한 지역제도의 구축에는 반대 입장을 보였다. 전통적 중견국가 제도를 통해 효율성 제고와 미국에 대한 견제를 목적으로 지역통합에 나섰다. 북구 중견국가들은 지역통합에 그다지 적극적이지 않았으며, 역내 이등 국가들은 국내 개혁을 촉진하고, 지역 패권국의 일방주의를 견제하기 위한 목적에서 지역통합에 가장 적극적이었음을 아울러 알 수 있었다. 본 연구는 패권국과의 관계 및 역내 위상이 중견국가 지역통합 전략을 결정하는 중요한 변수이며, 국내적 변수로는 신자유주의에 대한 수용 정도가 어느 정도 중요하였지만, 민주주의의 영향력은 명확하지 않음을 보여주고 있다.
