상시전비국가(Nation-in-Arms) 개념의 북한 적용 가능성 = North Korea as a Nation-in-Arms

This study uses the concept, ‘nation-in-arms,’ to characterize military aspects of North Korea. Here the nation-in-arms is defined as a well-armed state in which all human and material resources can be immediately mobilized for war. It is a militaristic state constantly in alert and institutionally well prepared for war. To explain North Korea as a nation-in-arms, the study extracts three characteristics of the nation-in-arms from previous studies: militaristic nationalism (ideology), organic civil- military relations (structure), and institutions for immediate military mobilization (institutions). This study maintains that the year of 1962 in which North Korea established the economy-defense parallel development line and the four-military lines became a critical juncture in state transformation and, passing through the 1960s, the state was transformed into a nation-in-arms.
