우리나라 기초권역의 성장잠재력 분석

국문 초록 (Abstract)

지역의 성장잠재력을 분석하고 생산 및 고용유발효과가 큰 성장동력 산업을 발굴하기 위해서는 지역의 강·약점에 대한 객관적인 조사가 이루어져야 한다. 본 연구에서는 전통적 지역경제 분석방법인 입지계수 분석, 변화할당 분석 및 지역 투입산출모형의 작성·분석을 통해 이 지역의 전통적 특화산업 중 향후 지역의 성장과 고용창출을 선도할 지역 주력산업이 무엇인지를 찾아보고자 하였다. 본 연구에서는 다면적 접근방법을 사용하였으며, 실증분석 결과 경북 북부지역의 경우 전후방연쇄효과가 큰 선도부문은 지역 농산물을 활용하여 가공하는 음식료품 제조업, 지역의 부존자원을 활용하는 비금속광물제품 제조업으로 나타났으며, 전통적으로 이 지역의 성장동력 산업으로 알려진 농업과 광업, 서비스업 분야는 대체로 부가가치가 낮거나 권역 내 산업 간 파급효과가 낮은 업종으로 분류되고 있다. 이러한 분석결과를 통해 유추하면 경북 북부지역은 한편으로는 전통적인 ‘지역 성장동력’ 산업의 생산성 증대와 고부가가치화를 통한 경쟁력 확보의 필요성과 다른 한편으로는 지역의 인프라, 부존자원, 인적자원, 기술수준 등을 종합적으로 고려한 ‘신성장동력’ 산업을 발굴하는 권역 내 공동의 노력이 병행되어야 하는 어려운 과제를 안고 있는 것으로 파악된다.

다국어 초록 (Multilingual Abstract)

It is difficult to identify the growth potential of a region in practice. Estimation of regional growth potentials for regional development planning is important at regional level. It is well known that regional input-output(RIO) models have been a powerful tool in applications of the industrial interdependence, impact analysis and policy strategies. In this study we estimated the regional growth potential in practical term at the sub-regional level in Korea. By identifying the regional leading industries, the growth potential is represented by backward linkages. In this paper we analysed the growth potentials of a defined region with three different conventional methods, RIO model, location quotients, shift-share analysis. From the empirical results, agriculture, mining, service industries are base industries in this region. However these industries are the low value-added industries, and have low backward and forward linkage effect. Therefore this region should find new technology-based future industries and enhance productivity for the competitiveness of traditional industries
