This study is intended to examine geographical characteristics of the sand dune whose inland is developed in Gimnyeong and Woljeong region among the coastal sand dunes of Jejudo, and to suggest the alternatives on a reasonable preservation plan of coastal sand dune through identifying a change of coastal sand dune's view caused by the change of land use and the problem of coastal sand dune management.]
As the method of the study, a distribution range of sand dune was identified through 1:5000 topographical map, 1:25,000 topographical map, aerial photography and satellite photography of Gimnyeong and Woljeong region in Jeju-do. Then, the change of the land use and changed image of region's review were identified through a field research and literature survey including the photography by observation of geographical characteristics and an interview with residents and the authority's officials. In order to identify the change of the region's environment, an indoor survey and field survey was conducted including Jeju press's related contents and news articles together. Based on it, the problem and preservation plan of coastal sand dune management was reviewed and then alternatives were suggested.
In terms of the characteristics of sand dune-related region, because the part of sand dune is destroyed by a road construction and sand is moved to the inland such as the road and farming land by the winter season's northwesterly wind, it not only gives inconvenience in the land use and life, but also brings about a damage of sand sweep of sand dune used as a beach. Also, the inland sand dune is severely damaged by the development of farming land, colony, private residence (pension house). In terms of the agriculture, Gimnyeong and Woljeong region was not good for farming because of too much sand in the past. But, because of the development of farming technique, the farm products such as a garlic, onion, sprout, carrot and sesame leaf is cultivated and it improves the farmers' revenues.
In terms of the beach's sand sweep, the damage of coastal sand dune caused by the development business and an erosion caused by a cement retaining wall construction or breakwater construction was analyzed as the biggest cause. Such phenomenon has been expanded to all coasts of Jeju-do. Because of the development in the coastal area and an installation of artificial facility, the quantity of sand moved to the seabed by waves is more than the quantity of sand accumulated in the sand dune. Also, while the sand dune's sand is moved to the inland by wind, a balance of sand accumulation in the sand dune, sand beach and sand ridge is broken.
In terms of the impact of human meddling in the stabilized inland sand dune, there is the change of region caused by the development of coastal. road, pension house and restaurant. In the environmental change caused by the road construction, there are the damage of Got-ja-Wal, a reduction of wild animal passage, increase of the coast's low area flooding damage, the damage of coastline which is a tourism resource, the damage of ecological environment and the increase of natural disasters. In particular, because the coastal road and bypass in the coastal sand dune were constructed by blocking rivers to be drained at a localized heavy rain, it brought about the damage of village flooding. As the flooding and sweep of roads, houses and farming lands by guerilla heavy rain which is repeated per several years becomes severe, a necessity of the coastal sand dune preservation which functions as the natural drainage has become more stressed.
Recognizing the coastal sand dune as the useless land and installing the concrete bank in the coastal sand dune without recognizing the fact that the coastal sand dune plays the big role in protecting the hinterland from typhoon & waves and maintaining the coastal area's underground water seems to be the result caused by not recognizing the environmental mechanism of the coastal sand dune. As the method for solving such problem, the coastal sand dune of high ecological value must be absolutely preserved through recognizing the geographical structure of coastal sand dune. If the region is unavoidably developed, the development must be done by the geographical characteristics. This study means to suggest the method to restore and maintain the damaged coastal sand dune. When the region's residents attempt to preserve the coastal sand dune and the government's support & civil organization's concerns are given, the coastal sand dune will seem to give helps to the regional society and residents' life as the future natural heritage to be continuable for a long term.
