아시아 체제전환국의 사회보장체계 변화: 동남아 4개국과 유럽 체제전환국의 차이를 중심으로

국문 초록 (Abstract)

이 연구는 유럽 체제전환국과의 비교를 통해 체제전환 이후 아시아 체제전환국의 사회보장체계의 특징을 포착하는 것을 목적으로 한다. 아시아 체제전환국들은 유럽 체제전환국들과 달리, 정체된 경제 성장을 타개하기 위한 목적에서 경제 부문의 제한적인 개방을 통해, 점진적인 체제전환을 시도하고 있다. 달리 말해, 노멘클라투라의 청산 부재로 그들이 정치-경제-복지 부문에서 독점적 지위를 유지함에 따라, 지배계층에 우호적인 사회주의 시기 사회보장체계의 특징이 지속되고 있다. 사회보장의 포괄범위 확대 및 급여수준 인상 노력은 계속되어 왔으나, 경제성장의 과실이 지배계층에 귀속되어 국가 재정이 빈약하여, 일반 국민을 대상으로 한 사회보장수준은 충분하지 않다. 지배계층의 독점적 지위가 약화되지 않는 한 유럽 체제전환국에 비해 동남아 4개국의 일반 국민을 위한 사회보장체계의 발전은 더디며, 앞으로도 사회보장체계가 강화될 것이라고 낙관하기는 어려워 보인다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze social security systems in four Southeast Asian post-socialist countries after the transition. Unlike European post-socialist countries, Asian countries have been pursuing a gradual change limited to the economic sector. Those countries have tried to expand the social security coverage and to increase the benefit level, but public social security spending remains negligible. Because political elites in the socialist era have maintained their political power, the social security system favorable to the ruling class has persisted. Moreover, political elites have enjoyed the fruits of economic growth exclusively and have not to pay much in taxes, and thus, public finances are insufficient. Unless the vested interest of the ruling class is weakened, the development of the social security system for the general public in Southeast Asian countries is slower than in Europe in transition.
