      This study shows that multicultural understanding education based on human-right education makes students in the majority culture understand their culture through the minority culture and accomplish the goal of the multicultural education. The multicultural education pursues respect for each cultures through understanding and Knowledge and makes students overcome the cultural and racial prejudice. For 2 years, multicultural human-right education programs and multicultural volunteer activity programs are run to enhance multicultural understanding and evaluate the suitability of various study methodologies. First, this study realizes the limit to understand Multicultural Phenomena in korea. In Korea, the case of human rights infringement has grown dramatically. Because immigrant worker, The married migrant women in Asia, refugee, displaced people from the North Korea has grown dramatically and has been treated in humanly discriminatively. The understanding of discrimination, prejudice and racism phenomena will be a turning point to understanding the Multicultural Phenomena. The human-right education in schools can be a solution to understand multicultural in Korea. Media brands immigrants as potential criminals, outcasts or someone who need help and make discrimination repeat. Therefore, the necessity of multicultural understanding education and human-right education in the first-line schools, families, society prior to policy studies to improve the quality of life of Multicultural Family members and unity the society. multicultural understanding education has to put emphasis on change of recognition of the majority. Though The attention and support to multicultural education has increased, multiculturalism in Korea has limit that Korean multicultural policies are based on assimilation. Multicultural education in school is focused on The married migrant women and their children. And The government and civic group have the similar limit, even though they run various programs. This study estabilishes the concept of multicultural understanding education suitable for hugh school students, finds the way to develop curriculum and practices the curriculum. based on the present condition of multicultural understanding education in Korean high schools. This study gives attention to who has to be educated and, analyzes the situation of multicultural education to the curriculum of national level. The study tries to establish the concept of multicultural education and the direction of curriculum development and suggest multicultural understanding education program for majority. The prejudice and discrimination to immergrants in Korea comes from the rafid entry to multiculture. The education to deal with these problems is multicultural understanding education and the understanding about the fundamental cause of the problems is a major task. Therefore multicultural understanding education is a fundment education to promote the change of a view of the world through the introspection of human nature based on the educational philosophy that pepole have to live together.
