A computer-based information system (CBIS) is a combination of hardware, software, database, telecommunications, people, and procedures. All these should be organized to input, process, and output data and inforamation. Today, software costs is a large percentage of total information costs. Software can represent 75 percent or more of the total cost of information system, because of several reasons: advances in hardware technology have reduced hardware costs, increasingly complex software requires more time and cost to develop, and salaries for software developers have increased because the demand for these workers far exceeds the supply. In this paper, we focus on the software component of a CBIS. Software consists of system and application software. Computer system software should be selected and organized to effectively and efficiently attain computer system objectives, which should support the objectives of the information system and the goals of the organization.
