사회통합과 공생발전을 위한 지역인력양성정책 : 산학협력사업을 중심으로 = Regional HRM Policy for Ecosytemic Development and Social Integration: Focusing on the Industrial-Educational Cooperation

국문 초록 (Abstract)

우리 정부는 공생발전과 사회통합을 위하여 정부가 추진하고자 하는 다양한 정책을 통하여 국가 발전의 초석을 다지고자 한다. 다양한 분야의 정책들 중에서 본 논문에서는 인재양성에 초점을 맞추고 있다. 우리나라는 이제까지 다양한 분야에서 지역의 편중에 의한 병폐로 사회통합과 공생발전을 저해하는 사례를 경험하였다. 이에 정부는 전국을 5개의 광역경제권으로 나누고 각 권역별 발전전략을 구상하였다. 이중에 각 권역별로 선도산업을 선정하고 이들 선도산업이 요구하는 인재를 양성하기 위한 다양한 정책수단을 강구하였다. 이들 정책 중에 지역의 산업과 대학 간의 연계를 통하여 지역발전을 도모하고 나아가 국가발전의 초석으로 삼고자 한다. 즉 산학협력을 통한 지역산업이 필요로 하는 맞춤형 인재를 양성하는 정책을 수립하고자 한다. 이에 본 논문은 산학협력을 통한 지역인재양성정책을 소개하고 이의 성공적인 정책수립과 집행을 위한 정책의 기본 방향과 구체적 방안을 제언한다.

다국어 초록 (Multilingual Abstract)

Korean government has tried to lay the foundation of national development for the ecosytemic development and social integration through various policies. This study focuses on the human resource development among various policies. Korea has experienced the undesirable cases of impeding ecosytemic development and social integration due to the regional conflict in various fields. Therefore Korean government has planned each regional development strategies for 5 great-sphere economy regions. It suggested independent policy instruments each great-sphere economy regions need by recommending leading industries in each regions. At the same time it suggested several policies of industrial- educational cooperation for the regional development as well as national development. The main strategy is custom-made regional HRM policy through industrial- educational cooperation. This paper introduces Korean regional HRM policy through industrial- educational cooperation and suggests acting policy measure for the successful policy making and implementation.
