The purposes of the health services maintain, promote and recover the physically, mentally and socially health states to the people. The health services includes education, preventive measures, diagnoses, medical treatments as well as rehabilitation. The health services shows general characteristics as other services which there are limitations to store and distribute, and the consumption and production occurs same time. Not only these characteristics, the health services have own characteristics such as lack of consumer information, uncertainty of illness, externality, professional monopoly, time-lag between need and supply, and limitation on distribution due to area and culture. In Korea, 93% of the clinics and hospitals and 89% of beds are private operated. Also, 91% of medical establishments and 90% of the beds are in the urban area. The number of clinics and hospitals are 36,820 in 1999, which is increased 2.4 times since 1985. The increments of specialized hospitals are the most increased sector. The increments of beds for traditional medicines are more than 12 times while average increments are 2.6 times for the same period. The number of beds per one thousand people is 49. Although it is more than recommended by WHO, which is 3, it is 19th in the OECD member countries. The number of beds forecasts to be increased more in the area of chronic diseases, sanatoria and asylums. In Korea, public tend to prefer larger hospitals than smaller one. The tendency pushes establishments of large hospitals and makes hard to medium size hospitals in terms of employing professionals and getting patients. As the results of Uruguay Round 49 Member countries committed for medical and dental services, and 39 Members committed for hospital services, while Korea did not committed any health related services. During the Doha Development Agenda, pressure to commitment for health service sector is predicted. Therefore, it is required to prepare the position for the commitment in the health related service sectors In order to prepare the commitment, the privates and public shall cooperate to develop based upon the legitimate objectives, current situations in Korea and other Member countries, willingness to go to abroad. Allowance of profit for the hospitals, recognition of licences or permits for the health professionals, system to enhance the competitiveness, tele-marketing of pharmaceutical products, and system on a pharmacist for a pharmacy are some examples for the possible issues for the consideration.
