유럽연합 이민협력에 있어서의 새로운 흐름에 관한 연구 = Cooperation on Human Flows in EU: Focusing on New Changes on Cooperations among EU Member States for Common Migration Policies

다국어 초록 (Multilingual Abstract)

This study focuses on new trends in cooperation on migration conducted by the EU after the Amsterdam Treaty of 1997. In chapter 2, outlines of the new trends in cooperation on migration, such as growing numbers of the partner countries, are addressed. In chapter 3, two characteristics of the new trends, extending border concept and engagement from the pre-stages of human migration, are discussed.
Concept of the ‘border’ which differentiated EU from the outside countries is being changed from the border ‘line’ to border ‘areas.’ Outside countries reluctantly conduct a role as a ‘buffer zone’, which protects EU countries from unwanted human flows. Also, EU itself, starts to engage border controls not only to the direct human migration to EU, but also to the emigration from other countries, by the cooperation on migration with these countries.
In order to induce cooperation on migration with these countries, EU is massively asked to assist and invest to these countries, in various fields such as technology, equipment, training and education. Therefore, future cooperation on migration of EU would be linked with cooperation on development with these countries, such as ODA(official development assistance).

국문 초록 (Abstract)

본 연구는 1997년 암스테르담조약을 전후로 가시화되기 시작한 유럽연합의 새로운 이민협력 흐름을 고찰하는데 목적이 있다. 이를 위하여 제2장에서는 협력 상대국의 증가 및 다변화라는 측면에서 네 가지 범주로 이민협력의 변화를 고찰한다. 또한 3장에서는 새로운 흐름을 두 가지로 정리하여, 먼저 EU의 국경이 ‘선’에서 ‘면’ 혹은 ‘지역’으로 변화하는 양상을 살펴보고, 두 번째로는 EU가 역내로의 사람의 이동에 대해 적극적으로 대응하는 변화 양상을 고찰한다.
먼저 국경 개념과 관련하여, 유럽연합의 역내와 역외를 구분 짓는 경계선이 점차 ‘완충지대’라는 공간개념으로 확장되고 있다. 제3국들과도 EU 공동의 기준에 입각해 협력을 병행함으로써, 이들이 중심(이른바 쉥겐지역)을 밖에서부터 보호하는 일종의 완충지대로서의 역할을 수행하고 있다. 국경통제에 관해서는 결과적으로 EU로의 유입 전단계인 이주자의 ‘출신국 내지 경유국에서의 이출’에 대해서도 EU가 적극 관여하기 시작했다.
이런 협조를 출신국 내지 경유국으로 부터 끌어내기 위해서 다양한 분야에서 EU의 적극적인 지원과 과감한 투자가 요청되어, 향후 제 3국과의 이민협력은 ODA를 비롯한 개발협력과 연계하여 이루질 가능성이 크다.
