기초자치단체 문예회관의 문화재단 전환에 따른 조직 변화 분석 －의정부문화재단을 중심으로－ = Analysis of Organizational Change from Public Cultural Arts Center to Cultural Foundation: Focusing on Uijeongbu Cultural Foundation

This study aims to analyze the public cultural and arts organizations that have transitioned from being a public cultural arts center to a cultural foundation. The number of cultural and artistic institutions has recently increased. However, there has been little discussion about the differences between the roles of cultural arts centers and cultural foundations. Therefore, this study analyzes the structural differences between cultural arts centers and cultural foundations, focusing on the organization of Uijeongbu Arts Center, which achieved an organizational change from a cultural arts center to a cultural foundation. H. Mintzberg’s Organizational Growth Pathway was used to analyze the role and structure of the organization, and factors such as complexity, formulation and centralization were diagnosed through interviews. According to the analysis, the organization of the cultural arts center consisted in a mixture of mechanical and professional bureaucratic structures, and the cultural foundation combined an adhocratic structure with a professional bureaucratic structure. The results showed the following: first, the key aspect of the Cultural Foundation is the support staff. Second, the Cultural Foundation possesses the structural characteristics of high complexity, low formali zation, and selective decentralization compared to the organization of the Public Arts Center. Third, the external environment of the Cultural Foundation is more complex and dynamic. The conclusion can serve as a hypothesis and advice for efficient organizational design.
