부천 박물관 클러스터의 형성과 전개－박물관밸리 계획과 클러스터의 과도적 운영(2002－2017) 중심으로－ = A Study on Bucheon’s Museum Cluster: focusing on the Museum Valley Project and transitional management(2002-2017)

The purpose of this study is to examine the characteristcs and significance of Bucheon’s Museum Cluster, a pioneering case of such cultural project in Korea. In Europe and US, cultural clusters became a key strategy for regional development since the late 20th century. Among its many subtypes, museum clusters became prevalent for their cultural significance and impact on tourism and have been enthusiastically adopted by regional governments in Korea since the early 2000s. Bucheon’s museum cluster project which started in 2002, was named Museum Valley and aimed to develop the entire city into a large accumulation of museums. Although its development was intended to span over 20-years, its original plan was largely dropped after 10 years. However, the project led to a fast growth of museums in the region and contributed to enlarging the cultural spectrum of the city. Also the small cooperation network developed during the transitional period acted as a basis for the management of the new form of cluster today.
This study on Bucheon’s Museum Cluster can find its meaning on the distinctive features the case presents: as every cultural cluster is unique and context-dependent, the case of Bucheon serves to enrich the knowledge on the singular aspects of Korean cultural clusters. From the study the following characteristics have been observed. First, it demonstrates the local government’s hardware-based approach in cultural policy in the early 2000’s and the unique system implemented to enable fast growth in the number of museums. Also, the case shows that long-term cultural policy have been subject to revision according to political environment. Finally, Bucheon’s museum cluster reflects the local government’s lack of expertise in the management of cultural cluster. Further research on the changes after the museum cluster’s restructuration after 2018 need to be conducted in order to provide a complete picture on the development of Bucheon’s museum cluster.
