North Korea and the United States differ in regard to the format of talks, the sequence of implementation of agreements, and agenda. The core issues of negotiations are the format of the talks, the sequence of implementation of agreements, and means of remuneration for North Korea. The format of the meetings may be uncertain. It may be possible to establish sustained three-party talks that include North Korea, the United States, and China. In addition, we can expect various other forms of talks such as four-party talks (North Korea, the United States, China, and South Korea), five-party talks among (the same four+ Japan), and six-party talks (the same four + Japan and Russia). The next issue is comprehensive coordination according to time and issue between the fulfillment of North Korea`s obligations and compensation from the United States. North Korea`s obligations will be the abandonment of nuclear development programs, and the taking of steps concerning missile development, terrorist activities, and human rights issues. In return for North Korea`s compensation, guarantee mechanism of North Korean security and economic compensation will be provided to North Korea.
