서기 4세기 콘스탄티우스의 현실정치 -우르시키누스의 정치적 활용을 통한 고찰- = The Realpolitik of Constantius II in the 4th Century: Consideration on the Political Use of Ursicinus

Constantius II was the Augustus who ruled the Eastern part of the Roman Empire by dividing it into 3 parts with his brothers after the death of Constantinus the Great. In 350 his brothers died and Constantius brought the entire Empire under his control, opening the age of autocracy(single rule) again. He was very good at using people by managing and controling them, and had a very keen sense of judgment regarding circumstances.
These are the bases on which he was able to keep his sovereignty, even under frequent rebellious situations both domestically and internationally.
This paper aims at explaining the “Realpolitik” of Constantius, focusing on his personal policy, by using the case of Constantius’ relations with Ursicinus.
Ursicinus was under investigation in 354 because he was regarded as an accomplice of Gallus the traitor. However, Constantius did not accept the suggestion of the death penalty for Ursicinus given by his proximy, rather preferring to use Ursicinus for his political purposes. In 355 Ursicinus was employed to solve Silvanus’ revolt. Again, in 357, put into service regarding foreign affairs with Persia in order to prolong the peace and maintain the stable defence of the whole Roman Empire. Also, in 359, the emperor called Ursicinus to himself, but thereafter ordered him to return to Mesopotamia again because the Persians presented a military threat on the way. Generally Ursicinus obeyed the imperial ordinances well and accomplished the missions successfully. It was the proof of his loyalty and ability.
Constantius employed policies for the sake of real political ahead of superficial causes, and even used those who seemed suspicious, and provided them with certain assignments. It means that Constantius was very excellent at the art of handling and manipulating people. Moreover we know that the emperor was talented in using Realpolitik as a method to rule and expand the empire effectively.

국문 초록 (Abstract)

콘스탄티우스 2세는 그의 부친 콘스탄티누스가 죽은 후 형제들과 로마제국을 삼분할하여 동방을 다스리던 아우구스투스였다. 350년 그의 형제들이 다 죽은 이후 신속히 전체 로마를 수중에 넣어 다시 1인 지배 시대를 열었다. 그는 상황을 이용하는 예리한 판단력과 사람들을 관리하고 통제, 활용하는 용인술이 뛰어난 자였다. 이것이 그가 내외적으로 반란이 빈번했던 치세에서 자기의 통치권을 지켜낸 바탕이 된다.
본고에서는 이러한 콘스탄티우스의 용인술에 초점을 두고 그가 펼친 정책이 “현실정치”라는 것을 우르시키누스라는 인물과의 관계적 사례를 가지고 해설해보고자 한다. 우르시키누스는 354년 갈루스 반역 혐의에 공모자로 의심을 받아 조사를받던 자였다. 그러나 콘스탄티우스는 측근들의 사형집행 제안을 수용하지 않고 우르시키누스를 오히려 그의 정치적 목적에 이용했다. 355년에 갈리아에서 반란을 일으킨 실바누스를 제압하는 데에 357년에는 제국의 안정된 방위를 위해 페르시아 외교에 359년에는 황궁으로 불러서 페르시아의 군사행동에 대응하는 작전에 활용하고자 했던 것이다. 대체로 그는 황명에 소기의 성과를 달성하였다. 이는 그의 충성과 능력에 대한 반증이었다.
콘스탄티우스는 명분보다는 그 자신의 정치적 실리에 도움이 되는 것에 최우선순위를 두고 비록 의심스러운 자라도 이용하고 큰 임무를 주는 정책을 폈다. 이는 그가 치자로서 용인술에 매우 뛰어나다는 것을 보여줌과 동시에 광대한 대제국을 유효적절히 잘 다스리는 방법으로 현실 정치를 운용하는 데에 뛰어난 재능이 있는 군주임을 보여준다고 하겠다.
