There have been the changes of Civil Affairs Administration after the inauguration of elected governors. The source of reforms in local public service after the election was the initiative of the governors of each local government. Therefore the type of local public services during 1995-1999 can be defined as 'Customer Care', which was characterized by high customer orientation and no shift in the power balance.
As the reforms of the same period have been oriented to the customer as service recipients, the responsiveness of service delivery in local government has been enhanced. But the efficiency and effectiveness has been ignored relatively. The implication of this study is that local governments have to be concerned of the customer as tax payer as well as service recipients when delivering the civil affairs service.
