      1. Purpose
      The physical education of school is to aim at making the human beings as the sound physical strength and good citizens these days. But being restricted by the facilities, space, education contents, various circumstances and so on, the physical education of school does not train the students by interest in the main, but also causes many problems in the supporting administrative organization. I intend to make the function the administrative organizations of school education active, by analyzing its different problems.
      2. Method
      I examined this study by comparing the administrative organization of school, the aim of the physical educations, the curriculum, the facilities and the teaching aids through the documentary records with those of the foreign countries.
      3. Result
      (1) The physical education is transferred the Ministry of Physical Education from the Ministry of Education, but as a matter of fact, it is run by the city-Province board of education. and the aim of the physical education. is to bring up the citizens through the sound body and mind.
      (2) The physical education emphasizes on the basic physical training in primary school, on the development of the technical know-how in the middle school, on the skill of the function and the technical know-how in the high school and on the promotion and protection of health in the university and it streses on the increasing emotion in every walk of the school.
      (3) The physical education of universities edcreases the regular curricurum. We have much difficulty in intramual sports and the cultural physical training, and it is stagnant by the emphasis of the restrictive atheletes.
      (4) The names of physical education in universities to train leaders are different. and the club of physical in the high schools and the distribution chart of the physical strength measurement are not normal and cause may problems of the standard.
      (5) The amendment of the presidential decree on physical facilities has been revised 12 tines, but they are under the creterion. The infirmacy causes many issues in the facilities and in nurse-teachers.
      (6)The physical education seperated from a local self-government is the independent institution in America and west Germany. But it is defferent from that of them in our country. The aim of it in other countries gets close to the everyday lives, but the aim of ours is great, but an abstract notion.
