Community and Resident Autonomy policies have something in common in that they aim for residents’ participation and a bottom-up policy system based on a living space, but the institutionalization flow of policies has been formed through different channels. However, an integrated support system should be established to expand the sustainability of initiative of citizen such as village communities and residents’ association.
Therefore, this study attempted to derive the direction of policy support by analyzing the cases of policy support functions for village communities and residents’ association in Gyeonggi-do. The analysis results are as follows. First, policy support for village communities and residents’ association was being promoted by different government departments. Second, the results of the perception survey for stakeholders showed that there was a high need to implement integrated community and resident autonomy policies. Third, the average satisfaction of stakeholders for community and resident autonomy policies in the 7th and 8th civil elections was generally high, and there was no difference in satisfaction between stakeholers. Fourth, in the policy priority analysis for experts, the importance of strengthening the private sector’s own capabilities was highest in order to promote an integrated support system in the community and resident autonomy sectors, and the ‘root-centered’ was selected as the best alternative to strengthening the private sector’s own capabilities.
In this study, as an integrated support system for community and resident autonomy as a policy alternative, a ‘root-centered’ integrated plan and a ‘cooperative governance integrated’ plan covering the areas of community, resident autonomy and public-private cooperation were proposed. Through this, it is expected that the policy expected effect can be calculated in that it aims for an integrated policy goal from grassroots participation at the level of the resident autonomy eco-system to the implementation of resident autonomy through self-governing plans.
