SWOT 분석을 활용한 지방교육행정조직 역량 분석 - 경기도 교육행정조직 사례 -

국문 초록 (Abstract)

21 이 연구의 목적은 SWOT 분석을 활용하여 지방교육행정조직의 내부 구성원이 조직의 내·외부 역량에 대해 어떠한 인식을 하고 있는지를 분석하고, 그러한 인식을 토대로 교육청의 조직역량 강화를 위한 대응 전략을 모색하는 데 있다. 이를 위해 교육청 조직구성원 1,500명 대상으로 교육청 조직의 강점과 약점,기회 및 위협 요인에 대한 설문조사를 실시하였다. 주요내용은 SWOT 분석의 기본 틀인 내·외부환경요인을 분석하였고, 내부환경분석요인으로 교육청의 강점과약점(조직적 요인, 교육행정권한 분권 요인, 인적 요인, 재정적 요인, 지도성 요인, 교육청의 이미지 요인)에 대한 구성원의 실제적인 인식과 동일 요인에 대한중요도 인식을 분석하였고, 외부환경분석요인으로는 사회환경적 변화 요인과 교육환경적 변화 요인이 교육청에게 기회 혹은 위협요인으로 작용하고 있는지에대한 구성원의 인식을 분석하였다. 이 연구의 결과를 바탕으로 교육청조직의 역량 강화를 위한 전략을 강점을 가지고 기회를 살리는 전략 (S0: 공격적 전략),강점을 가지고 위협을 회피하거나 최소화하는 전략 (ST:다양화전략), 약점을 보완하여 기회를 살리는 전략 (WO:방향전환전략), 그리고 약점을 보완하면서 동시에 위협을 회피하거나 최소화하는 전략 (WT: 방어적 전략) 등으로 구분하여 제시하였다. 이 연구의 결과 및 전략 제시는 지방교육행정조직간의 자율 혁신 역량강화를 위한 방향 설정에 많은 시사점을 제시해줄 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

SWOT analysis is a basic and straightforward analytic tool which can provide direction. It can serve as a basis for developing strategic plans. SWOT analysis is used to assess an organization's strengths (what an organization can do) and weaknesses (what an organization cannot do), as well as opportunities (potential favorable conditions for an organization) and threats (potential unfavorable conditions for an organization). The role of SWOT analysis is to take the information from the environmental analysis and separate it into intemal issues (strengths and weaknesses) and extemal issues (opportunities and threats).<br/>
This study identified positive variations that assist the organization in accomplishing its objectives (a strength or opportunity) and obstacles that need be overcome or minimized to achieve desired results(weakness or threat). We applied the SWOT analysis, and as the result, provide detailed strategies for organizational development capacities of a provincial office of education in Korea.<br/>
An extensive survey was conducted by the research team. Questionaires were mailed to 1,500 officials and employees of Gyeonggi Provincial Office of Education. The response rate was 40.7%. The results of this study are as follows.<br/>
First, in the intemal analysis of Gyeonggi Provincial Office of Education, most employees recognized the administrative leadership of senior officials. Respondents also thought positively of the autonomy of administrative procedures, efficiency of administrative processes and functions, and the quality of services provided as strengths. On the other hand, they responded felt the lack of a cooperative management and communication among departments. Also noted was the lack of communication between superiors and inferiors as organizational weaknesses. Second, in the external analysis of Gyeonggi Provincial Office of Education, most employees noted the importance of emerging knowledge-based society, the need for open-door policy for education market, and 5-days work week as opportunities. On the other hand, the decline of the economy, the lack of social trust and confidence on public education, and lowered morale of teachers as threats. Finally, we make some specific strategies for enhancing organizational capabilities of the Office of Education. It is expected that the application of SWOT analysis to Gyeonggi Provincial Office of Education in this study stimulate more discussion and policy concerns on the need to change the practice and climate of educational administration organizations and contribute to enhance their organizational capabilities
