      The main purpose of this study is to propose effective management methods of public housing, and to take into consideration different types of both domestic and international public housing and housing complex management methods etc, using Korea as a base comparison for this. The study has a range of context, so the proposed effectiveness of public housing is narrowed down to the analysis and research of the current institutional and normative state of the type and management methods of such public housing, along with that of policy regarding public housing abroad. The time scale of this study ranges from the introduction of public housing in 1963 to the present (2014), and the spatial range is domestic: based on studies of the entire region regarding the supply of public housing. For non-domestic studies, the United Kingdom and Japan have been selected.
      The results of the study are as follows.
      First, for effective and transparent financial management, a specific financial support plan should be established to be used in the fields of facility management, improvement, reconstruction etc.
      Second, there needs to be roles and management tasks implemented in the Tenant Representative Meeting, along with methods of managing tenants.
      Third, the public service results of the house governance system, needed by the tenant and regional community, needs to be reinvigorated.
      Fourth, there needs to be invigoration of the tenant’s guaranteed voting rights and their right to voice an opinion.
      Fifth, there needs to be an expansion of installed information centers for public housing, along with the effective management of such.
      To conclude this study, public housing management does take place, but the existing system should be improved, and the methods of public housing management better defined and run more effectively.
