‘경쟁력을 위한 사회합의주의’ 발전의 정치제도 조건 네덜란드와 아일랜드, 그리고 한국 = Political Institutional Conditions for the Development of the Competitive Corporatism Netherlands, Ireland, and Korea

다국어 초록 (Multilingual Abstract)

The era of globalization pushes Korea and other ‘trading states’ for continuous structural reform without injuring the social integration. The competitive corporatism is a good governance mechanism by which these countries can adequately respond to the demand of the globalization. The competitive corporatism develops usually in consensus democracies of which essential political institutions are proportional representation, multiparty system, and coalition government. However, the proportional representation and other typical political institutions of the consensus democracy do not constitute by themselves sufficient conditions for sustainable development of the competitive corporatism. According to the comparative study of the Netherlands and the Ireland cases, it requires the ‘ideologically structured’ multiparty system and the ‘ideologically inclusive’ coalition government for the competitive corporatism to last long to be institutionalized. The goal of the so-called ‘new politics’ of Korea must be to equip the political system of the country with such institutions.

국문 초록 (Abstract)

세계화시대는 한국에게 사회통합형 구조조정의 상시화를 요구한다. 경쟁력 사회합의주의는 그 요구에 제대로 부응할 수 있는 거버넌스 기제로서 손색이 없다. 그런데 이 연구에 의하면 그 경쟁력 사회합의주의는 비례대표제－다당제－연립정부를 핵심으로 하는 합의제 민주주의의 정치제도를 갖춘 나라에서 발전한다. 그러나 비례대표제와 합의제 민주주의가 사회합의주의의 지속성을 보장하는 충분조건은 아니다. 그것은 최소의 제도 조건일 뿐이다. 네덜란드와 아일랜드 사례의 비교 연구가 보여 주듯이, 안정적이고 지속적인 사회합의주의의 발전은 이념적으로 구조화된 다당제와 노동민감도가 높은 포괄형 연립정부를 필요로 한다. 한국의 ‘새 정치’가 달성해야 할 목표는 아마도 이러한 정치제도를 갖추는 것일 게다.
