전염병과 인간안보, 그리고 국가안보 = Epidemics, Human Security, and National Security

국문 초록 (Abstract)

동아시아에서 전염병 문제는 단순한 의료적 관심사가 아니라 인간 생존을 위협하는 안보적 이슈로 받아들여져야 하며 인간안보 개념 속에서 받아들여져야 하는 것이다. 21세기 국제 분쟁의 주요한 원인으로 부각되고 있는 것은 에너지, 환경, 생물자원 등 지속가능성과 연관된 것이다. 이들을 확보하기 위해 세계 각국은 무한경쟁 시대에 돌입하였고 전쟁을 불사할 가능성이 있다. 전염병도 유사한 성격의 의제라고 할 수 있다. 일국의 전염병 발생이 타국의 무역규제 혹은 발병국 국민에 대한 입국 규제로 이어진다면 국가 간 분쟁 가능성이 높아지며 결국 인간안보의 문제가 국가안보의 문제로 확대되는 것이다. 전염병 문제를 안보의 측면에서 이해하는 것이 요구되는 시점에 우리는 놓여져 있는 것이다.

다국어 초록 (Multilingual Abstract)

Epidemic problems in East Asia should be accepted as one of security issues threatening human survival rather than a simple medical concern. Major causal factors of international conflict in the 21st century are connected with sustainability problems of energy, environment, and biological resources. An epidemic can be a similar causal factor, too. Moreover, the possibility of international conflict can be accelerated into a national security problem from a human security problem in case that epidemic occurrence in a nation results in trade barrier or entry restriction of its partners. It is necessary that we understand a problem of epidemic in terms of security.
