개방형 자율학교 도입 방향 탐색

국문 초록 (Abstract)

이 연구의 목적은 개방형 자율학교의 도입 방향을 탐색하는 것이다. 이를 위해 연구의 분석 준거로 차터스쿨의 정책적 의도를 검토하기 위해서 제안된 네 가지 가정 즉, 실험 가정, 경쟁 가정, 대체 가정, 통치 가정을 이용하였다. 그리고 실제 분석준거를 통해 차터스쿨의 운영 사례를 평가하여 개방형 자율학교 도입의 시사점을 추출하였다. 그 결과, 개방형 자율학교가 실험 가정을 충족시키기 위해서는 우선 자율성이 최대한 부여되어야 함을 알 수 있었다. 다음으로 경쟁 가정을 실행에 옮기기 위해서는 개방형 자율학교와 일반 공립학교간의 경쟁의 조건이 필요하며, 대체 가정이 성공적으로 이루어지기 위해서는 개방형 자율학교의 확대 범위가 사전에 설정되는 것이 합리적이라는 것을 알 수 있다. 마지막으로 통치 가정을 검토한 결과 학교 책무성을 제고시킬 수 있는 통치구조 개발이 초점이 되어야 하며, 나아가 공립학교의 효과적인 통치구조가 검토되어야 함을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

This study was to inquire directions to introduce the opened self-governing school. And this study was conducted by charter school's policy analysis frame of reference. Charter school can be evaluated by laboratory thesis, competition thesis, replacement thesis, and governance thesis.
As the result of evaluating charter school, we know policy implications of the opened self-governing school. The conclusions based on the results of this study are as follows.
First, to fulfill laboratory thesis, the school have an autonomy as much as possible. Second, to implement competitions thesis, it was recognized as the same and different conditions between the opened self-governing school and general public school. Third, to succeed replacement thesis, it set up the extension range of the opened self-governing school. If it will be extended, it will be operated the newly opened school in the beginning, and after then focused on conversion school. Finally, to deliberate on governance thesis, it has to find governance structure of raising school accountability. And then it has to review effective public school's governance structure.
