대학발전계획의 내용 분석과 시사점 탐색 = Trends of Development Plan of Korean Universities

국문 초록 (Abstract)

본 연구는 대학발전계획을 체제적인 관점에서 분석하고, 대학발전계획의 내용 분석 결과를 토대로 한 결론을 시사점으로 도출하고자 했다. 대학발전계획 분석은 2024년도를 기준으로 대상 대학 192개 대학 중에서 69개 대학(35.9%)을 대상으로 설문조사를 실시했다. 대학발전계획의 결과 분석을 바탕으로 결론을 제시하면 다음과 같다. 첫째, 대학은 대학 발전계획의 본래 취지와 목적에 맞게 수립하고 운영하는 노력이 필요하다. 둘째, 대학의 여건을 고려해서 위원회 등을 활용한 대학 발전계획의 추진체계를 강화할 필요가 있다. 셋째, 대학발전계획 수립 시 재정지원사업으로 인해 정부 추진 정책의 방향성이 지나치게 반영되지 않도록 유의해야 한다. 넷째, 대학발전계획의 체계도에서 다루고 있는 구성요소에 대한 일관성을 검토할 필요가 있다. 다섯째, 대학발전계획 수립을 위한 영역 구분이나 영역 내의 세부 내용은 대학마다 비슷한 동형화 현상이 일어나고 있다. 여섯째, 대학발전계획의 환류는 활발하게 이루어지고 있으나, 내실을 기하기 위한 매커니즘을 마련할 필요가 있다. 일곱째, 대학경영에서 발전계획의 수립 및 운영에 대한 전문성을 강화할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study was aimed to analyze the strategic plan of university development from a systematic perspective and derive implications for the future development of capacity to formulate strategic planning of university in Korea. The analysis was based on the survey result from 69 out of 192 universities (35.9%) on the year 2024. Based on the survey results, the following conclusion were drawn: First, universities need to make efforts to formulate and operate strategic plans in line with their original purpose and objectives. Second, When establishing a university development plan, care should be taken not to excessively reflect the direction of the government's policies due to financial support projects. Third, a multifaceted analysis of each university’s conditions is essential to specify each university’s strengths and weaknesses, and the fields for improvement, which should be reflected in the formulation of strategic planning. Forth, there is a need to reivew the consistency of components covered in strategic planning frameworks. Fifth, there is a tendency toward isomorphism occurring across universities in the delineation of domains and detailed contents for formulating strategic planning of university. Sixth, while there is active implementation of strategic plannings, mechanisms for substantiating their effectiveness need to be established. Seventh, It is necessary to strengthen expertise in the establishment and operation of development plans in university management.
