This study gropes for key personnel management strategies for enhancing ethical behavior in police organizations. It assumes that ethical policing depends largely on the recruitment and retention of qualified police officers. It, therefore, emphasizes the importance of screening in qualified individuals as well as screening out unsuitable candidates, and of eliminating corrupt officials that emerge from socialization process within police organizations. Reflecting this belief, this study recommends alternative measures to improve the objectivity of recruitment interview, secure truthful responses and the validity of measurement instrument, reestablish the goals, contents and priority of ethics education, and increase the effectiveness of field and in-service training.
