라틴아메리카 기후변화정책 발전 동인 분석: 브라질과 멕시코 비교 = A study on motivation of climate change policy in Latin America: comparative analysis between Brazil and Mexico

다국어 초록 (Multilingual Abstract)

This thesis deals with the various reasons and efforts of climate change policy introduction and implementation in the field of policy making process(necessity, direction and real policy adoption) in Brazil and Mexico with a comparative analysis manner. This research identified the current policy introduction and the level of development, policy priority and limits to response climate change in this region via adaption and alleviation policy. In the second section, this thesis brings out the concept and research variables to approach the case studies, such as policy adoption in Brazil and Mexico. However, basically it is necessary to review the carbon emission level and amounts through main scientific data collection in this region, including and focusing on a few categories, such as period, sector, issue and area. In the fourth place, this thesis tried to make a connection between variables and reasons(domestic and external factors) for climate change policy making in these countries. In the final section and in details, this thesis traced policy priority in both countries, depend on the country’s special situations and directions. In the conclusion, it is argued a few limited points toward develop more policy efficiency. As policy implication, this thesis discovered two policy priority in both country, such as renewable energy strategy(Mexico) and reducing the process of de-forestation(Brazil) with different manner per each country, however, both priorities are the most important ones for policy adoption and reducing carbon emission at the moment and in near future.

다국어 초록 (Multilingual Abstract)

Esta tesis expone las varias razones y los esfuerzos para la adopción e implementación de políticas de cambio climático en el campo de proceso de legislación de políticas (necesidades, orientación y adopción real de políticas) en Brasil y México a manera de análisis comparativo. Esta investigación identifica la adopción de políticas actuales y el nivel de desarrollo, prioridad de políticas y limitaciones para responder al cambio climático en esta región vía adaptación y moderación. En el segundo capítulo, esta tesis revela el concepto y las variables de investigación para llevar a cabo el estudio de casos, tales como políticas de adopción en Brasil y México. Sin embargo, se requiere básicamente revisar los niveles de las emisiones de carbono y las cantidades a través de recolección científica de datos en esta región, incluyendo y centrándose en pocas categorías, como el periodo, el sector, el asunto y el área. En el cuarto capítulo, esta tesis busca establecer una conexión entre variables y razones (factores locales y externos) en la legislación de políticas en estos países. En el capítulo final, y en detalle, esta tesis resalta la prioridad de políticas en estas dos naciones, dependiendo de la situación especial de cada una de ellas y su particular orientación. En las conclusiones se argumentan algunos puntos específicos sobre el desarrollo más eficiente de políticas. Como implicación de políticas, esta tesis encontró dos prioridades políticas en las dos naciones, la estrategia de energía renovable en México y la reducción del proceso de deforestación en Brasil, cada una a su manera según el país, sin embargo las dos prioridades son las más importantes en las políticas de adopción y reducción de las emisiones de carbono en estos momentos y en el futuro cercano.
