레바논 정세와 전망 = Situation and Prospects in Lebanon

국문 초록 (Abstract)

레바논은 2019년 경제위기 도래 이후 과거 내전에 견줄 만한 최악 국가 위기 상황에 직면해 있다. 2020년 디폴트 선언과 베이루트 항만 폭발, 코로나-19의 여파는 이미 국가가 감당할 수 있는 수준을 넘어선 지 오래다. 게다가 2022년 내각이 미승인된 상태에서 대통령이 퇴임하는데 새로운 대통령이 미선출되는 국정 공백이 발생하여 지속하고 있다. 국민의 생활고는 더욱 심화 되고 전기공급은 일일 4시간 미만으로 더는 회복되지 않고 있으며 각종 파업과 시위로 불만이 분출되고 있다. 치안은 북동부 지역을 중심으로 무기밀매, 마약 거래 등 불안정한 상황이다. 또한, 시리아 난민 문제가 취약한 국가 상황과 결부되어 난민에 대한 혐오와 불만으로 변화, 강제추방조치로도 이어지고 있고 난민촌을 중심으로 총격전도 심심치 않게 발생하고 있다. 외교·안보 면에서는 취약해진 정치·경제의 영향으로 중동지역 정세에 크게 영향을 받고 있으며, 난민촌과 주변국으로부터 유입된 각종 테러 관련 조직과 인원들의 활동이 증가하는 것으로 보인다. 이스라엘과의 관계도 해상국경협정이 타결되었으나, 이스라엘의 대내외적 상황과 헤즈볼라, 이란, 시리아 등과 관련되어 대립 관계는 더욱 공고화되고 있다.

다국어 초록 (Multilingual Abstract)

Lebanon has been facing the worst national crisis that could be compared to the internal conflict in the past after the economic crisis that took place in 2019. The aftermath of 2020 default, Beirut explosion and COVID-19 has put the nation out of control. On top of that, the president has left the office in 2022 while the cabinet was not confirmed. Lebanon has been facing presidential vacuum ever since then as new president could not be elected. The economic situation of the locals has been worsening, and supply of electricity is less than 4 hours a day. This has not been improving, and the displeased locals are expressing their anger through several strikes and protests. The security is unstable mainly in the north east area due to weapon smuggling and drug dealing. Also, the weakened state of the nation along with the Syrian refugee crisis resulted in racism and anger towards the refugees, which led to forced exile and gunfights within the refugee camps. Diplomatic and security factors of the nation has also been impacted by weakened political and economic environments, and is hugely impacted by the situations in the middle east. Several terrorist organisations have sneaked into the country from refugee camps and neighboring countries and their activities have been increasing. Maritime agreement has been made with Israel but due to the internal/external situation in Israel, and with relation to Hezbollah, Iran and Syria, the opposing relations with Israel has been becoming firm.
