      In most leading nations, the sports industry is among the fastest growing industries. That rapid growth has spurred increased interest in creating highly effective programs aimed at developing top level sports talent. Designing an ideal sports talent development program depends upon creating practical standards that can guide sport professionals in their selection of high-potential young athletics. Toward that end, there was a need to improve the reliability of the selection process, and to make the prioritization process more systematic. If the sports talent development programs can more precisely predict each child’s growth speed and maturity intensity, then the reliability of the process and the selection prioritization is improved. Additional benefits to the program accrue from being able to better target high potential athletes. This improved targeting of candidates reduces costs related to searching for and developing potential athletes, and dramatically reduces the time spent conducting extensive searches for new talent. This study provides a theoretical foundation that identifies key factors and influences that impact sport talent development programs. To better understand the theoretical foundation, this study compared the concept of nature and nurture, and determined key measures of potential and actual performance. The result was a conceptual framework that significantly contributes to a better understanding of the factors which comprise this process of athlete selection. Further, the study greatly enhances the current selection process by enhancing the reliability of the evaluation process, and by better defining the key factors that comprise the selection process used within sports talent development programs. The study directly improves the identification and selection of talented young athletics, and will greatly reduce the errors that could result in excluding a talented young athlete.
