국공립어린이집 신규위탁 개원과정 탐색

국문 초록 (Abstract)

신도시는 자연적으로 형성된 도시가 아니라 처음부터 도시의 구조를 계획하여 인위적으로 개발된 계획도시이다.
신도시는 젊은 인구와 영유아가 많이 유입되고 있으며 보육의 필요성에 의해 국공립 어린이집 건립을 적극 추진되고 있다. 국공립 어린이집은 신규위탁 또는 기존에 운영하던 어린이집의 전환을 통해 설치되고 있다. 그 결과 이전에 민간어린이집을 운영했던 원장들의 국공립어린이집에 대한 관심이 높아지고 있다. 따라서 본 연구는 국공립어린이집 신규위탁 개원과정에 참여한 원장의 경험을 탐색하고자 한다. 본 연구를 위한 연구문제는 아래와 같다.

1) 국공립어린이집 신규위탁 개원과정에 대한 경험은 어떠한가?

세종시에서 국공립어린이집 신규위탁 개원과정을 경험한 9명의 원장을 대상으로 면담을 진행하였다. 눈덩이 표집(snowball sampling) 방법을 통해 연구 참여자를 확보하였다. 면담은 2020년 7월 16일부터 8월 20일까지 진행되었으며 9명 원장과의 면담을 녹취 후 반복하여 듣고 주제별로 의미를 분석하였다.

결과는 다음과 같이 요약되었다.
첫째, 연구참여자들이 국공립어린이집 신규위탁 개원과정에 관심을 갖게 된 이유는 신도시의 영유아 인구 증가에 따른 보육 시설의 설치요구와 입주민들의 국공립어린이집에 대한 설치의지, 신도시의 쾌적한 자연환경 때문이다.
둘째, 연구참여자들은 개원준비과정에서 재정적 측면과 시설•설비의 측면, 그리고 인적환경의 어려움을 느꼈다. 획일화된 개원지원비용과 개원준비기간 동안에 지원되지 않은 원장의 인건비와 경력의 공백으로 인한 속상함을 나타냈다. 개원준비과정에서의 인테리어는 대부분의 원장이 감당하기 어려운 부분으로 언급하며 시설이나 설비를 전문적으로 지원할 수 있는 개원지원팀의 설치가 요구되었다. 또한 개원시점이 학기 중간이라 원장은 교사수급에 있어 어려움을 느꼈다.
셋째, 연구참여자들은 개원 후 1년 동안의 운영과정을 생존기라고 표현할 만큼 많은 어려움을 느꼈는데 새로운 업무환경에 대한 막막함을 안고 생존기를 살아내야 했다. 이에 신규위탁 개원준비과정이 원활하게 이루어지도록 지원하는 전문적인 인력 및 지원팀 구성의 필요성을 강조하였다.
국공립어린이집 신규위탁 개원과정을 경험한 원장들의 경험 탐색을 통해 보육시설 확충 정책 및 행정서비스에 대한 기초자료를 제공할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

A new city is not a naturally formed city, but a planned city that was artificially developed by preemptive planning of the structure of the city. New cities quite frequently experience large influxes of younger populations and children; as such, in order to meet the need for childcare, the establishment of national and public daycare centers is being promoted. Such centers are being installed through the direct establishment of a national or public daycare center or through the conversion of existing operating facilities.

As a result, interest from directors that previously operated private facilities is increasing as well.
Therefore, this study seeks to examine the experiences of directors that participating in the opening of new national and public daycare centers. The research point for this study is as follows.

1) What is your experience with the opening process of new entrusted public daycare centers?

Interviews were conducted with 9 directors that had opened new state-run daycare centers in Sejong City. Study participants were obtained through the snowball sampling method. The interviews took place from July 16th to August 20th, 2020. The interviews of 9 participants were recorded, analyzed, and then categorized by topic.
The results are summarized as follows.
First, the reason why the research participants had become interested in opening a new national and public daycare center is because of the increasing demand for new childcare facilities due to the aforementioned increases in the population of children in new cities, as well as the willingness of residents to allow for the establishment of new facilities.
Second, the study participants discussed the financial difficulties of the pre-opening process. They were dissatisfied with opening costs, particularly in regards to labor costs, as they did not receive support during the preparation period for opening new facilities. Additionally, interior design was difficult for directors to manage, as it required the establishment of an open support team that could operate professionally to support facilities and equipment. Moreover, the hiring of additional teachers was difficult to manage because the starting period was in the middle of a semester.
Third, the study participants felt that there was a large degree of difficulty in operating in the 1-year survival period after opening, as the directors were largely unfamiliar with their new work environment. Accordingly, a need to organize professional human resources and support teams as to facilitate the preparation process was emphasized.
This study is expected to provide basic data on childcare facility expansion policies and administrative services through the exploration of the experiences of directors who have experienced the process of opening new national and public daycare centers.
