한국 사회투자형 복지국가로의 전개와 한계 = Transition and Limits to Social Investment Regime in Korea

국문 초록 (Abstract)

이 논문은 90년대 중반 이래 유럽의 제 3의 길인 사회투자 국가론의 내용이 한국 복지국가에 적용 가능한지의 의문에서 출발한다. 한국의 복지국가는 전통적인 복지국가가 안고 있는 사회적 문제와 사회경제적 변화에 따른 새로운 사회적 위험을 동시에 해결해야 하는 과제를 가지고 있다. 복지제도가 아직 미성숙한 단계에서 참여정부에서 사회투자국가로의 전개를 목적으로 실행된 사회투자 복지정책은 사회서비스 일자리 사업, 사회적 기업 육성, 노인장기요양사 양성 등을 들 수 있다. 실행된 정책의 실태를 살펴보면서 단기성 예산과 하향식 일자리 전달체계, 사회서비스 일자리의 고용불안정성과 저임금 구조, 교육과 지원체계 등의 미비 등을 지적한다. 결국 한국에서 사회투자국가로의 전개는 서구의 사회투자국가가 가지는 기본적인 사회보장의 내실화, 민·관·기업 간의 파트너쉽과 중앙과 지방간의 협력, 서비스 일자리의 고용안정성과 질의 보완 등 사회투자를 위한 전반적인 인프라 구축 없이는 달성되기가 어렵다고 말할 수 있다.

This paper attempts to answer the question of whether the west `social investment state theory` can be adopted in the Korean welfare state or not. The Korean welfare state has the burden of resolving the social problems in the traditional welfare state as well as dealing with new social risks. At the stage of the immaturity of welfare institutions the enforced social investment policies in order to change over to a social investment state by the Korean `government for people participation` are social service projects, promotion of social enterprises, and long-term care worker training. The state of the enforced policy presents problems such as the unsustainable expenditure, the downward job delivering system, instability and low pay structure of social work, the deficiency of training and the supporting system of social service jobs. In the conclusion, the transformation to a social investment state in Korea cannot be achieved, if it does not have basic social security, the partnership between the private sector, government, and enterprise as well as the cooperation between central and local, qualitative guarantee of the social service jobs.
